- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a contract with Agilent Technologies Inc. / US, P.O. Box 4026, Englewood, CO 80155-4026, to procure a set of Electronic Design Automation (EDA) tools with one year of upgrades/support with options for an additional two years of upgrades/support in support of the Office of Naval Research (ONR) Integrated Topside (InTop) Chipset development efforts. This requirement will be a commercial procurement of EDA tools (Golden Gate Design & Verify W111BP Bundle v.2009 Update1) to support the verification of design and analysis of signal integrity of RF Integrated Circuits and Monolithic Microwave Integrated Circuits. The foundry technologies used in this program have simulation models licensed to work with the specific EDA tools. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The software is proprietary to Agilent Technologies and no other software tools will support the verification and validation of the InTop development effort. No solicitation will be available at FedBizOpps and at NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
