- The U.S. Army CECOM, Research, Development and Engineering Center (CERDEC) Command and Control Directorate (C2D) announces the expectation of the Broad Agency Announcement (BAA) to award a number of research efforts through Fiscal Year 2010. This BAA will be issued under solicitation number W15P7T-10- R-B004 for competitive selection of research and development proposals. The BAA will be issued on or about 18 December 2009. Proposals submitted in response to the BAA solicitation that are selected for award are considered to be the result of Full and Open Competition. Prospective offerors should note that this BAA is an expression of interest only and does not commit the Government to make an award or pay proposal preparation costs generated in response to this announcement. The topics of interest are: Topic A: Radio Frequency (RF) Based Navigation Technologies for the Dismounted Soldiers. Proposals are sought that will identify, develop, demonstrate and advance the technologies of Radio Frequency (RF) based navigation for dismounted Soldiers in urban and indoor environments where GPS performance is degraded or unavailable. Topic B: Position and Navigation Technologies. The area of interest under this topic will center in advancing the technology to mitigate navigation system error growth and position displacement/velocity sensors. Topic C: Navigation Sensors Integration Techniques. The area of interest under this topic centers on integration techniques for the technologies stated in the Research Interest topic (A) Radio Frequency (RF) Based Navigation Technologies for the Dismounted Soldiers and topic (B) Position and Navigation Technologies of this solicitation. Topic D: GPS Receiver M-code. The area of interest is focused on activities that include conduct of concept analyses and simulation of M-code signal processing techniques to improve GPS receiver performance. Electronic proposals shall be submitted via the Army Interactive Business Opportunities Page (IBOP) https://abop.monmouth.army.mil, and include an electronic signature by an individual having authority to enter the Offeror into a legally-binding contract. In order to be able to access the BAA and submit a proposal an Offeror/ contractor must, first, be registered on the IBOP. A CAGE Code and DUNS number are required to complete registration for proposal submissions. Please note that a contractor-employee, who is authorized to bind the contractor, must complete the registration. This registration process could take several days to finalize, and as such, contractors are encouraged to register as soon as possible.
