Description
NOTICE: As a result of this now-closed Sources Sought Notice, FHWA has issued a Pre-Solicitation Notice on December 3, 2009 for RFP DTFH61-10-R-00010 entitled "Technical Support for Highway Safety." Note the RFP Solicitation Number change from the Sources Sought notice number. FHWA encourages interested parties to register to receive updates and notifications under RFP DTFH61-10-R-00010. The Pre-Solicitation notice (synopsis) issued at www.fbo.gov under RFP Solicitation Number DTFH61-10-R-00010 provides notice for a full and open RFP to be released on or about December 21, 2009. The Federal Highway Administration (FHWA) intends to establish multiple, 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for highway safety technical expertise to assist the FHWA Office of Safety with respect to the technical support requirements described herein. The RFP will be released and available electronically at http://www.fedbizopps.gov under Solicitation Number DTFH61-10-R-00010. Interested parties may register at the aforementioned site under the cited Solicitation Number to receive any relevant notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package. FHWA estimates release of a solicitation on or about December 21, 2009 with an estimated proposal due date of January 28, 2010. See RFP when released for actual proposal due date. The FHWA anticipates making 3 to 4 IDIQ awards to perform the following technical services on a task order basis. Estimated period of performance is a base period of two years, plus three one-year option periods, for a total potential five years. FHWA anticipates seeking offerors with demonstrated understanding of each task area and an ability to provide functional capabilities for the majority of the technical task areas. FHWA anticipates that work will be performed under the planned new contracts through the issuance of competitively awarded Task Orders that may be firm fixed price (FFP) or cost-plus-fixed- fee (CPFF). Competition for each Task Order will be restricted to those holding an IDIQ contract. The ID/IQ contract holders will be required to provide a series of services, as directed by individual task orders, within the following technical task areas: • Task Area A - Technical and Programmatic Support o Research, Development, and Engineering Support o Policy/Regulatory Analysis o Status Reports and Case Studies o Seminars and Focus Groups o Analysis of Program Delivery Approaches o Performance of Safety Evaluations • Task Area B - Industry/Public Outreach and Feedback o Enhancing Outreach to Practitioners o Market Research o Information Packaging and Dissemination Support o Preparation of Materials to Help Achieve the FHWA's Mission o Support for Symposiums, Seminars, Focus Groups o Conference Support • Task Area C - Education and Training Support o Comprehensive Curricula Identification o Course Development and Delivery This planned solicitation is a recompetition / follow-on to the following three active IDIQ contracts which currently end on July 31, 2010. • DTFH61-05-D-00024 Vanasse, Hangen, Brustlin, (VHB) Inc • DTFH61-05-D-00025 SAIC • DTFH61-05-D-00026 Cambridge Systematics, Inc.
