Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS OPPORTUNITY IS AVAILABLE ONLY TO THE EXISTING EPA CONTRACT-HOLDER THAT HAS BEEN AWARDED A LEAKING UNDERGROUND STORAGE TANK (LUST) REMEDIATION IN INDIAN COUNTRY CONTRACT (EP-W-07-104) The purpose of this Work Assignment is to obligate $10,000 to prepare a workplan for the eligible Tribal work at the Painted Desert Inn Navajo NAV049 LUST site. The period of performance for this work is from December 1, 2009 to September 28, 2011. Site activities will include the installation and refurbishment of groundwater monitoring wells/quarterly monitoring events, and the preparation of a site treatment options analysis report to evaluate various cleanup alternatives. In addition, this work assignment also covers the design and implementation of a new treatment system and the evaluation of the current non-operating system. If the existing system can be repaired and integrated into the new system, the contractor shall include this discussion in the Corrective Action Plan (CAP) deliverable. This Work Assignment may be amended if full implementation of the approved treatment system is needed. The site is located on Navajo Trust lands in Navajo, Arizona in Apache County. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Underground Storage Tank (OUST) contracts were not awarded as FP contracts, each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OUST contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OUST contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS REQUIREMENT IS TO BE AWARDED TO AN EXISTING EPA CONTRACTHOLDER. REQUESTS AND/OR INQUIRIES WILL NOT BE ANSWERED.
