- The United States Army Contracting Command Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, New Jersey 07806-5000, on behalf of the ARDEC Ops Center of the Armaments Research Engineering Center (ARDEC) requires a Subscription to data base of specific research projects which may include, but are not limited to fatigue testing, fracture mechanics evaluation, thermo-mechanical testing, stress corrosion cracking, non-destructive evaluation, etc. on metallic and composite materials of significant importance. The anticipated period of performance will be forty eight (48) months. The JM&L Contracting Center intends to satisfy this requirement through a sole source award to Worcester Polytechnic Institute 100 Institute Road Worcester MA 01609. This action will be based upon Other Than Full and Open Competition procedures utilizing the authority of 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1. Any responsible/interested sources shall submit their qualifications and capabilities within 10 days of this notice to: U.S. Army JM&L Contracting Center, Attn: CCJM-JA, Mr. Gherin Fracasso, Bldg 10, Picatinny Arsenal, NJ 07806-5000 or submit electronically to the email address gherin.fracasso@us.army.mil Electronic submittals are preferred. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
