Description
The United States Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO) announced a requirement for an Aircraft Occupant Ballistic Protection System (AOBPS) for Special Operations Aircraft (SOA), see synopsis dated November 20, 2008 and February 24, 2009. As stated in these previous announcements, the AOBPS acquisition strategy would include two separate competitions, one for the System Development and Demonstration (SDD) phase and one for the Low Rate Initial Production (LRIP) and Full Rate Production (FRP) phase. Participation in the SDD competition was limited to those sources that submitted samples for Government testing in January 2009, achieved specified minimum ballistic and areal density requirements during these tests, and appeared in the Defense Security Service (DSS) data base as having a facility clearance by time of award of the SDD contract. The February 24, 2009, announcement stated participation in the LRIP/FRP competition would be limited to those sources selected for the SDD phase and dependent on the results achieved during the SDD phase. Based upon the results of the SDD phase, TAKO announces the competition for the LRIP/FRP phase, and that in accordance with 10 U.S.C. 2304(c)(1), and FAR 6.302-1, (a)(2) when the supplies or services required by the agency are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The sources are: Lifeport, Inc., 1610 Heritage Street, Woodland, WA 98674-9581 and The Protective Group, 14000 NW 58th Court, Miami Lake, FL 33014-3117. All responsible sources may submit a bid, proposal, or quotation, and all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The North American Industrial Classification Code is 336413 and business size is 1000 employees. The contemplated contract type is a firm fixed priced (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a cost reimbursable CLIN. The estimated release date of the solicitation is December 18, 2009. You may request a copy, via email, from al.j.elder@us.army.mil. The Period of Performance is four years after award of the contract. All responsible sources may submit a proposal which shall be considered by the agency. The purchase will be made as a non-commercial buy under FAR Part 15.
