- GENERAL: The National Park Service, Department of Interior, is conducting a sources sought for the work described below. This notification is for market research purposes to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. The amount ofinterest will determine the possibility of a set-aside or full and open competition. This is NOT a request for proposal or invitation for bid. NPS would like interested parties to submit related project experience and resumes for key individuals to Rebecca Bizier at Rebecca_Bizier@nps.gov, or via fax to 303-987-6646 by close of business Monday, December 21, 2009. Clearly identify your firm's size status and provide your DUNS number in your response. The NAICS code for this work is 237310. Projects may be subject to the American Recovery and Reinvestment Act. PROJECT DESCRIPTION: Work will include, but is not limited to analysis of existing conditions, development of typical paving sections and paving mixes, any required permits, installation of asphalt pavement, concrete pavement, crack sealing, chip seal, aggregate base, shoulder treatments, ditch installation and/or repair, culvert repair, removal, and/or installation, striping and other pavement markings, rumble strips, signage, traffic control, pavement obliteration, guardrail installation, guardwall repair and/or installation, utility repair and / or replacement, bridge repair and /or replacement, and tree trimming and /or removal. Work will potentially occur throughout the Northeast Region and National Capital Region. The two regions encompass the states of Pennsylvania, Maryland, District of Columbia, Virginia, West Virginia, New York, New Jersey, Connecticut, Massachusetts, Rhode Island, New Hampshire, Vermont, and Maine and contain nearly 150 sites that serve approximately 100 million visitors annually. The parks of these regions contain thousands of historic structures and archeological sites, hundreds of miles of trails, bike paths, riverfront, scenic parkways, and historic canals, numerous statues, presidential memorials, historic forts, Civil War battlefields, and the White House. Despite ongoing repair and maintenance, the road systems in these regions continue to deteriorate. The National Park Service (NPS) seeks interest from experts in the road construction industry capable of providing professional engineering services, construction document services, and ongoing rehabilitation services of the road system networks. In some cases, recommendations for pavement treatments may have been developed. Work may include validating those recommendations and submitting alternate design recommendations when characteristics of materials, project conditions, weather, test results or other circumstances warrant adjustments. TITLE OF PROJECT: Road Repair and Maintenance, Northeast Region and National Capital Region Parks, Pennsylvania, Maryland, District of Columbia, Virginia, West Virginia, New York, New Jersey, Connecticut, Massachusetts, Rhode Island, New Hampshire, Vermont, and Maine TYPE OF PROCUREMENT: NPS is exploring the possibility of soliciting and awarding several multiple year construction IDIQ contract(s) to satisfy this need and is trying to determine the contractor interest, availability, and expertise for this type of requirement. The estimated ceiling of each IDIQ contract is anticipated to be $40-50 million for the life of the contract. Individual projects are anticipated to be valued at approximately $2-15 million, but may be outside of this range. Payment and performance bonds will be required for each project.
