Description
Draft SOW for "RECOVERY", Construction Manager as Constructor at Risk Services for PNRCII This PNRC Phase II addition is being funded by the American Recovery and Reinvestment Act (ARRA) and will stress Energy Efficient Buildings and Sustainable Design and Construction that Optimize Energy Performance, Employ integrated design principles and controls, Protect and conserve water, Enhance indoor environmental quality and Reduce environmental impact of materials. This is NOT a Sources Sought Notice, solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to provide the public with advance information to maximize competition while the solicitation is being finalized. Specifically, interested parties are provided: (1) A draft copy of the Statement of Work, which can be downloaded at this website, and (2) Access to the 100% drawings and specifications by acquiring them from American Reprographics (AMEREPRO): print@amerepro.com for a fee. The CDs must be purchased from AMEREPRO as a set. The printer will provide two (2) CDs that will contain documents equivalent two (2) volumes of three inch thick on 8 ½ x 11" specifications, a geotechnical report and approximately 960 pages of drawings. The CDs will have a restrictive code and hard copies must be made by AMEREPRO. It is anticipated that hard copies will be made by AMEREPRO for a fee per page. The drawings and specifications are subject to revisions to accommodate requirements such as LEED, sustainability issues, and tenant requests. NIH is requiring the recipients of the CDs and/or hard copies to sign a nondisclosure statement and to show picture identification prior to release of the CDs and/or hard copies. The government will not incur and/or reimburse any costs in connection with these documents and/or other expenses incurred by interested parties. It is anticipated that the CDs and hard copies will not be available after January 8, 2010 or the date that the presolicitation notice is posted at fbo.gov. While the government has not made a determination regarding the market for this requirement, the NAICS code is 236220 - Commercial and Institutional Building Construction, with a Small Business size of $33.5M. The Office of Research Facilities (ORF), National Institutes of Health (NIH) is encouraging the participation of small businesses in the construction of this large complex biomedical research facility in Bethesda, Maryland. Accordingly, when the final solicitation is released, the participation of small businesses will be one of the evaluation factors for making a best value award to the successful offeror. Small businesses are encouraged to sign up on the Interested Vendor's List under Solicitation Number NIHOF2010205. The ORF, NIH does not guarantee that another business will team with your company while pursuing this acquisition. This information is provided to make subcontracting award opportunities available for capable and qualified small business firms under this CMc@R requirement. Substantive questions regarding the technical requirements may be sent to johnsonbc@mail.nih.gov by 2:00 PM, Monday, January 11, 2010. The government reserves the right to respond or not to respond to questions received. No phone calls will be accepted, and any government responses will be posted on the fbo.gov website within fifteen (15) calendar days after the closing date for questions. Currently, there is no information available regarding the anticipated date for the Presoliciation Notice and the release of the Solicitation for this requirement. Interested parties must monitor the fbo.gov website for further information regarding this requirement. The posting of this advance information does not commit the government to proceed with this requirement.
