- The U.S. Geological Survey, Cascades Volcano Observatory, intends to make a non-competitive award to The European Space Agency (ESA) for Synthetic Aperture Radar (SAR) images from the Envisat satellite. The ESA is the sole provider of SAR images from the Envisat satellite. The Interferometry Synthetic Aperture Radar (InSAR) Applied to Volcano Studies project has a requirement for SAR images that project staff use to monitor ground deformation at all potentially active volcanoes in the US and at selected volcanoes elsewhere in the world. The U.S. Geological Survey intends to award a noncompetitive procurement to the European Space Agency (ESA) of Franscati, Italy IAW FAR 13.106-1(b)(1). The European Space Agency owns and operates the ERS-1, ERS-2, and Envisat C-band radar satellites. No other agency (or country, including the United States), has operational radar satellites with tight orbit control such that radar interferograms can be produced on a regular basis and that have an archive that dates back to 1992. Other interested concerns having the ability to furnish these data shall submit a capabilities statement to the contracting officer no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist; if no submissions are received, the Government will proceed with noncompetitive award without further notice. This is NOT a Request for Quotation (RFQ); the Government does not anticipate issuing a written solicitation.
