Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration (GSA), New England Region, North Service Center Branch, is seeking a Small Business concern with current relevant qualifications, experience, personnel, and capability to perform the work described herein. Engineering design services and subsequent construction will be performed at the J.C.Cleveland Federal building and the W.B. Rudman Federal courthouse located in Concord New Hampshire. The buildings consist of multiple floors containing office/courtroom space and areas containing storage rooms, mechanical & cleaning contractor offices and mechanical equipment rooms. Cleveland/Rudman buildings have floors of five (5) and four (4), gross square feet of 144,334/118,845 and rentable square feet of 109,602/102,260 respectively. The firm shall demonstrate design and construction capabilities in an occupied building. Scope of work will include design and installation of high efficiency lighting primarily at the J.C.Cleveland building, and design and installation of various energy conservation measures to include an upgrade of EMS systems in both facilities. The anticipated award will be a firm fixed price, design/build contract. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a 100% Small Business Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in September 2009. The appropriate NAICS Code is 238210 (BAS upgrades including lighting) with a size standard of $14.0 million dollars. The estimated value of this project is $ 1M -$ 5M. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency point of contact. (2) Availability, either in-house or on a consultant basis, the following professional skills: a. A LC (Lighting Certified) professional as determined by National Council on Qualifying Lighting Professionals (NCQLP). b. Proficiency in the use of Point-by-point lighting calculations software and CAD software. c. An independent Commissioning Agent. d. Licensed professional engineers in the appropriate disciplines (e.g. Licensed electrical engineer for lighting) that can provide stamped drawings for construction as well as a licensed mechanical engineer. (3) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (4) Indicate if you are a Small Business and the Small Business category(s) you qualify as. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the General Services Administration in tailoring its requirements to be consistent with industry standards.
