Description
Statement of Work DESCRIPTION: This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W67K3D-9328-0201 is being issued as a Request for Quotation. This procurement in unrestricted and is therefore open to all responsible offerors. The applicable NAICS Code is 611630, $6.5M. Award will be conducted under the provisions of FAR PART 12 Commercial Item and FAR Part 13.5 Simplified Acquisition Procedures. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. A single commercial FFP type contract will be awarded to the lowest priced, technically acceptable quote that meets the requirements listed below. SPECIFICATIONS: The Utah National Guard has a requirement to train soldiers in the Pashtu language and its corresponding culture. Period of Instruction (POI) from the winning bidder will provide instructors for a period of no more than 52 weeks, teaching 5-days a week, 8-10 hours per day. The intent of this language instruction contract is to bring at least 80% of the students to a 2/2/1+ level (according to the Defense Language Proficiency Test 5 (DLPT5) by the end of the 52-week period. The projected start date of POI is 15 January 2010. DESCRIPTION: Statement of Work is attached as a separate file in this announcement. PROPOSAL PREPARATION INSTRUCTIONS: The Offerors shall provide detailed proposal information and breakdown the proposed services to include at a minimum: Instructors' qualifications, materials, testing, hourly rates, etc. The Government will only consider the information provided in the offeror's proposal. Award will be made without discussion; therefore each offeror is encouraged to submit their best terms with their proposal. Special attention is directed to FAR 52.212-1(b). Failure to submit the information set forth therein for evaluation may render the offer nonresponsive. PREFERRED PAYMENT METHOD: Preferred payment is credit card, please verify whether your company accepts credit cards and state if there will be any additional charges. EVALUATION FACTORS: The contract type for this procurement will be fixed price and award will be made on the basis of best value to the Government, price and other factors considered. Selection will be based on the following evaluation factors, in order of importance: (1) Offeror's capability to provide a quality product that meets the Government's needs; (2) Past performance, caliber of offeror's performance on previous contracts of a similar nature; and (3) Total cost or price. Include three references with your bid from Companies previously contracted with who will attest to past performance capabilities and proposed instructors' qualifications. ADDITIONAL INFORMATION: In accordance with FAR 52.212-1(k), prospective awardees shall be registered and active in the CCR database prior to award. Offerors may obtain information on registration at www.ccr.gov. And also in accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, Offerors shall have completed registration on the ORCA website at https://orca.bpn.gov. In addition to the completion in ORCA, if the offeror is proposing items manufactured from other than the United States, they shall state the "Country of origin" with their offer.
