Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Q-Sense,808 Landmark Drive, Suite 124, Glen Burnie, Md21061 for the acquisition of a Q-Sense, E4 - 4 Channel Quartz CrystalMicrobalance (QCM),The QCM systems allows for four experiments to be run in parallel, greatly reducing measurement time. The QCM system also excels in sensitivity (nanogram sensitivity), in its optimization for bio-interface applications and environmental applications, its hardware and software capabilities for dissipation analysis of elastic film (10-7 measured delta D in Liquid), and in the wide range of coated crystals available for the unit (this is needed as the coating will be used as models for range if environmental surfaces) All of these features are critical requirements for the environmental research applications which this instruments will be used. The QCM technology has played an important role in measuring thin film deposition on surface in manufacturing and interfacial chemistry research and is now beginning to be applied to environmental processes studies. This instrument will be used to explore the basic phenomena governing colloidal (natural colloidal materials and made-made nanomaterials) interactions with model soil and sediment surfaces (ex. The silicon dioxide and polystyrene coated crystals) A better understanding of these interactions will improve our ability to model the fate and transport of colloids and nanomaterials in the environmental. EPA has identified Q-Sense, the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, "only one responsible source". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
