- The VA Medical Center, Salem, Virginia is seeking the services of an Architect-Engineer firm to develop all solicitation documents for a future Design/Build procurement for Project 658-311, BUILDING 8 ADDITION FOR ACUTE MENTAL HEALTH SERVICES. The RFP Development A/E shall produce the RFP Documents including drawings and specifications in accordance with professional architectural/ engineering practices, the Statement of Work (SOW), and, where identified, VA criteria. The RFP Development A/E shall also provide any additional design criteria necessary for project development (supporting calculations, equipment guide list, Design and Construction Procedures, design manuals, signage design, etc.), so that the DB Team can provide construction drawings and specifications. RFP Documents shall include a fully edited Design/Build Specification Section along with other necessary sections.Design will be awarded in Fiscal Year 2010 with the Design/Build solicitation awarded in the latter part of Fiscal Year 2010. The ultimate intent of the resultant Design/Build solicitation is to expand the existing ground floor of building 8 by 24,000 square ft. and renovate approximately 2,000 square ft. of existing ground floor space in Building 8 to provide a state-of-the-art acute psychiatric inpatient ward complete with all infrastructure, associated administrative, ancillary and service areas as indicated in referenced Design Guides, Space Planning Criteria and Environment of Care Checklists. This proposal is being conducted under full and open competition in accordance with the Brooks Act. Firms submitting SF 330s shall provide two copies to the attention of Teresa K. Holley, Contracting Officer no later than by 2:00 PM Monday, January 4, 2010. The selected firm shall provide all necessary labor, material, equipment and architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates. Design shall be in accordance with all applicable requirements of the VA construction standards, space criteria, NFPA, NEC, OSHA and local, state and federal regulations. Reviews at 30%, 60%, and 100% are required. All documents are to be provided electronically in the current version of AutoCad and MS Word. NAICS code 541310, Architectural Services, is applicable to this procurement. Faxed copies of SF 330 are not acceptable. The SF 330 form may be downloaded at www.gsa.gov/forms. Government-wide Number Note 24 is applicable. The A/E firm must address the following areas in their submission: (1) Team proposed for this project (2) Proposed Management Plan (3) Previous experience of proposed team; location and facilities of working offices (5) proposed design approach for this project; (6) Project control; (7) Estimating effectiveness (8) Sustainable design (9) experience and capabilities in developing a Design/Build solicitation and (10) Insurance and litigation.
