Description
This is a Sources Sought Notice only. No solicitation is being issued at this time. For reference purposes, the solicitation, when issued, will be numbered FA2517-10-R-6000. The amount of information available for publication at this time is limited. The solicitation, when issued, will be a Request for Proposal (RFP). A Performance Price Trade-Off will likely be the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB), Colorado, seeks potential sources for packing, crating, and local drayage services for El Paso County, Colorado. Contractor tasks will include, but are not limited to the following: to pack and containerize DoD civilian and military members Inbound (Schedule II) and Outbound (Schedule I) personal property and to provide complete Inter-Country move services (Schedule III) in El Paso County, Colorado. With the exclusion of Government property, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform packing and crating services as defined in the Statement of Work. The Government contemplates soliciting for the award of a Firm Fixed Price Requirements contract. It will be imperative that Schedule I and Schedule II be awarded to the same contractor due to the responsibility/accountability of the containers of property. It is anticipated that the contract performance period will total seven to ten years, with a base period of one year, with six (6) option periods, exercised at the unilateral right of the Government. The North American Industry Classification Systems (NAICS) Code for this acquisition is 488991, and the size standard is $21.5 million. The requirement will most likely be a small business set-aside. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www1.fbo.gov. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Regional Storage Management Office (RSMO) Certification is also a requirement for award; potential offerors will be ineligible without proof of current RSMO certification. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The Government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disabled veteran, disadvantaged, HUB zone, woman-owned), and a description of similar services offered to the Government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable). Please limit your response to not more than 10 single-sided pages. Submission shall include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. It is anticipated a Market Research Questionnaire will be posted to FedBizOps (FBO) with a future amendment to this announcement when more information becomes available.
