Description
Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for PTO Control System Service for the USNS RAPPAHANNOCK. Original equipment manufacturer (OEM) parts and service certifications are required. Any offer for other than OEM parts and service certified will not be considered. The following parts and services are required: 1. 0 ABSTRACT 1.1This item describes the requirement to provide Manufacturer’s Technical Representative to inspect, repair and groom the Port and Starboard PTO control system with the assistance of ship’s force personnel. OEM is Siemens Energy Automation. 2.0REFERENCES/ENCLOSURES 2.1REFERENCES: APL M169990055, Siemens Energy Automation, E44070-E5002-M82 2.2Voyage Repair Request No. VR09-067 3.0ITEM LOCATION/QUANTITY/DESCRIPTION 3.1LOCATION: Engine Room, Port and Starboard Side 3.2QUANTITY: 2 each 3.3DESCRIPTION: Port and Starboard PTO Generator Control 4.0GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1GOVERNMENT FURNISHED EQUIPMENT: None. 4.2GOVERNMENT FURNISHED MATERIAL: None. 4.3GOVERNMENT FURNISHED SERVICES: None. 5.0NOTES #1 Power Take Generator was on line and operating normally and inadvertently shutdown during vessel departure. Ship’s force conducted troubleshooting and was able to restart unit which stayed on line for an additional 30 minutes. Restart was possible with PCB G103.C57 being removed and “jiggled” several times. Possible cause of PTO shutdown may be card rail which holds PCB G103.C57 is damaged, deformed or has broken connections not visible which is interrupting +/- 15VDC potential generating PTO shutdown. Voltage checks of Card Rail sockets confirm correct +/- 15 VDC voltages but when card is plugged in, no indicator lights illuminate on any PCB’s throughout card rack. C57 PCB is satisfactory. 5.1Performance Period and Location: Performance Location: Pusan, Korea Performance Period: Start: 15 December2009 to 17 December 2009 5.2QUALITY ASSURANCE REQUIREMENTS: Perform operational test. 6STATEMENT OF WORK REQUIRED 6.2Provide services of the Manufacturer’s Technical Representative to perform inspection, repair and grooming of the Port and Starboard PTO generator control system. This work has to be performed in port Pusan, Korea. 6.3Manufacturer’s Technical Representative shall provide required special tools, testing equipment, and parts required necessary to effect grooming and repairs. 6.4Perform operational test upon completion of repairs. 7GENERAL REQUIREMENTS: None additional
