Description
Wage Determinations for WRP Market Analysis Attachments and Enclosures for WRP Market Analysis Solicitation for WRP Market Analysis This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested. The USDA, Natural Resources Conservation Service (NRCS) in Auburn, AL has a requirement for a market analysis of sales prices of properties potentially eligible for the USDA-NRCS Wetlands Reserve easement program and is seeking an independent real estate appraiser, licensed and registered in the State of Alabama, to complete a market analysis of agricultural land sales in each of four (4) Regions within the State. The regions in order of priority and delivery dates are as follows; Area 1 – Blackland Prairie must be completed no later than 30 calendar days after contract award and is comprised of the following counties; Pickens, Greene, Sumter, Hale, Perry, Marengo, Dallas, Wilcox, Lowndes, Montgomery, Macon, Bullock, and Russell. Area 2 – Tennessee Valley/Southern Appalachian Ridges & Valley must be completed no later than 50 calendar days after contract award and is comprised of the following counties; Lauderdale, Colbert, Franklin, Limestone, Lawrence, Winston, Walker, Jefferson, Shelby, Cullman, Morgan, Madison, Marshall, Jackson, DeKalb, Cherokee, Etowah, Blount, St. Clair, Talladega, Calhoun. Area 3 – Southern Coastal Plain must be completed no later than 70 calendar days after contract award and is comprised of the following counties; Choctaw, Washington, Mobile, Baldwin, Clarke, Monroe, Conecuh, Escambia, Butler, Covington, Crenshaw, Pike, Coffee, Dale, Geneva, Barbour, Henry, Houston. Area 4 – Upper Coastal Plain/Southern Piedmont must be completed no later than 90 calendar days after contract award and is comprised of the following counties; Marion, Lamar, Fayette, Tuscaloosa, Bibb, Chilton, Autauga, Coosa, Elmore, Tallapoosa, Clay, Cleburne, Randolph, Chambers, Lee. The independent real estate appraiser shall be experienced and knowledgeable of the dynamics of Alabama agricultural lands. All work shall be completed in accordance with the Market Analysis Specifications. The market analysis will be based on a composite of comparable sales within the regions identified in the solicitation. The government anticipates award of a firm-fixed price contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the government. Only one award for the aggregate of all line items will be made. This is total small business set-aside. The NAICS code is 531210 and small business size standard is $2.0 M. This solicitation includes provisions and clauses in effect through Federal Acquisition Circular 05-37. These include, but are not limited to (a) 52.212-1, Instructions to Offerors—Commercial; (b) 52.212-2, Evaluation—Commercial Items; (c) 52.212-3, Offeror Representations and Certifications—Commercial Items, which must be submitted with the offer; (d) 52.212-4, Contract Terms and Conditions—Commercial Items; and (e) 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial. Delivery is FOB destination to Auburn, Alabama. Prior to contract award, the successful offeror MUST submit electronic funds transfer information (SF 1199a). Offerors must complete Central Contractor Registration (CCR) @ www.ccr.com. Faxed or electronic proposals will not be accepted. Responses are due by 12:00 PM local time January 7, 2010 at the USDA Natural Resources Conservation Service, 3381 Skyway Drive, Auburn, Alabama 36830-6443 or P.O. Box 311, Auburn, Alabama 36831-0311. The bottom left corner of the envelope must be marked to the attention of Cortez Brundage and include the solicitation number AG-4101-S-10-0002. The government reserves the right to cancel the solicitation before or after the closing date.
