Description
The Bay Pines VA Healthcare System located in Bay Pines, Florida, is seeking a qualified Architectural-Engineering firm to perform A/E services. Contract Information: A Firm Fixed Price A/E Design Services contract is contemplated with the selected firm. The NAICS code for this acquisition is 541310 Architectural Service. This acquisition is a 100% set aside for Veteran Owned Small Business. In order to be considered for award firms responding to this announcement shall be registered in VETBIZ as either a Veteran Owned Small Business or a Service Disabled Veteran Owned Small Business. The link to the VETBIZ site is http://www.vip.vetbiz.gov/. The estimated cost for the design services is between $250,000 and $500,000. The Design Period of Performance shall be 120 calendar days after award of the contract. The estimated start date of the Design Period of Performance shall be 30 days after award of the contract. The construction services period of performance shall be 450 calendar days. The estimated start date on the Construction Period Services is approximately 30 days after 100% completion and approval of the Construction Contract Drawings and Specifications. In order to be considered for award firms responding to this announcement interested firms are required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/. Scope of Work: The A/E shall provide a complete A/E design for the renovation of approximately 4,975 SF of existing space within Radiology Service and construction of approximately 3,600 SF of new radiology space at the Bay Pines VA Medical Center, Bay Pines, FL. The new construction will extend the existing 2nd floor slab to the east to accommodate relocation of the two CT suites and ancillary facilities. Waiting areas, offices, treatment rooms, common areas and reception locations will be renovated and enhanced. The new construction shall match the exterior faade of the existing building including windows and precast panels. A complete A/E design shall include the following. (1) Completion of Construction Contract Drawings and Specifications. (2) Construction period services and (3) Construction Period Site visits. The design shall be in accordance with the VA Space Planning Criteria for these functions. The VA shall provide a "draft" space program for the new design. The AE shall collaborate with the VA Staff to further develop this program into a "final" space program for design of the new addition. The VA will provide general site utility data which will need to be verified by the AE with appropriate and sufficient number of design phase site visits. AE shall perform design site visits, testing, borings, design review meetings, etc. as needed to accomplish and facilitate each phase of the design. The AE shall incorporate the requirements of all applicable codes, including but not limited to, Fire & Life Safety, ADA, National Electric Code, International Plumbing Code, VA HVAC Design Guidance, and other applicable VA Design and/or Construction Guidelines into the design of this project. Additionally, as the construction budget allows, the AE shall incorporate VA Energy Efficiency and Sustainable Design requirements into the design of this project. The AE shall track LEED attributes/points captured in the design on spreadsheet using LEED equivalent line items, ratings and format. Provide the LEED status with each design submission. AE shall also incorporate and identify any construction bid alternates identified during the design process. Also identify in the design any phasing required to facilitate construction. Additionally, the A/E firm shall have the plans and specifications reviewed and certified by a registered Fire Protection Engineer as being in compliance with the current Life Safety Code (LSC) and applicable National Fire Protection Association (NFPA) codes. The final cost estimate shall utilize pricing and format established by RS Means CostWorks "Facility Construction Data", most current edition. Also provide a detailed submittal register for the design. The drawings shall be provided as both AutoCAD DWG format and PDF files. The specifications shall be Microsoft Word format files with each specification section having separate Word file. Selection Criteria: The A/E Source Selection Team shall utilize the following selection criteria: (1) Specialized experience and technical competence of the firm with the type of service required. (2) Proposed Design Approach of the project. (3) Past Performance record of performance with the Department of Veteran Affairs or other Federal Government Agencies. The past performance record shall include data on project control, quality of work and compliance with performance schedules. (4) Firm's ability to complete the design services portion within 120 calendar days. Submission Requirements: A/E firms responding to this announcement shall submit one completed original and three (3) copies of Standard Form 330 Architect-Engineer Qualifications. Completed SF 330's shall include the primary firms, subcontractor firms and any consultants expected to be used on the project. Do not submit information incorporating by reference. Submit required documents no later than 2:00 PM, EST., 8 January 2010 to the Issuing Office shown on page 1. Scheduled Oral presentations shall follow. This is not request for proposal.
