- Medical Gas UpgradePhase II Stratton VA Medical Center The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Ave., Albany NY 12208, intends to release a competitive Request for Proposals (RFP) numbered VA-528-09-RP-0042, for a project entitled "Medical Gas Upgrade Phase II" on or about the week of December 21, 2009. Unless additional notice is given or this notice is modified, the full RFP will be posted to the Government-wide Point of Entry (www.fbo.gov). The current intention of the VA is to procure these services competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The applicable NAICS code will be 238220, with an applicable small business size standard of $14 Million. The estimated construction value of this project falls within the range of $1,000,000 and $5,000,000. Bid, performance and payment bonding will be required to respond to this RFP once released. The VA anticipates the use of a "lowest price technically acceptable" evaluation method. Once proposals are received, they will be evaluated for technical acceptance based on a series of "Go/No-Go" factors that will be given a pass/fail rating based on submitted deliverables. The technically acceptable rated offeror with the lowest proposed price will be awarded the contract. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. The primary work for the Phase II Medical Gas Upgrades includes the following: 1.Installation of new and removal of old Medical gas piping and zone valve boxes for O2, Medical Vacuum and Medical Air from the sub-basement to the 11th floor in each of 4 main shafts. 2.Installation of new and removal of old Medical gas piping for N2O from the basement to the 2nd floor in 1 main shaft. 3.Installation of new and removal of old Medical gas piping for O2, Medical vacuum and Medical air in various areas on each floor from the sub-basement to the 11th floor. 4.Removal of portions of each of 4 main shaft walls and installation of new permanent 2hr rated doors, hdwr. etc. on the odd numbered floors for floors 1 to 11. 5.Installation of, partial or full, new metal floor grating in each main shaft on the odd numbered floors for floors 1 to 11. 6.Installation of 1 new light fixture, switch, piping, wiring etc. in each main shaft on the odd numbered floors for floors 1 to 11. 7.Repair of walls and ceilings as required, to match existing, in areas affected by work. 8.All work to be accomplished in accordance with required infection control practices for construction activities in hospitals. The Contracting Officer will not be able to answer any questions to this notice until a Request for Proposal is issued and only by Request for Information (RFI's)
