- TO ALLOW TIME FOR BIDDERS TO CONSIDER THE FOLLOWING INFORMATION, THE RESPONSE DATE IS EXTENDED TO TUESDAY DECEMBER 8, 2009. This also corrects the site visit day which was held Monday, November 30, 2009 (not Friday). QUESTIONS AND ANSWERS FOR THE NWS KEY WEST, FL JANITORIAL What is the approximate square footage (or percentage of the total area to be cleaned) of tile and carpet? Tile 8500 sq. feet Carpet in hallway.... 500 sq. feet What is the approximate square footage (or percentage of the total area to be cleaned) of computer flooring? OPS Area... (this is cubical space and all)... 51'x23'= 1173 sq ft. How many windows are there in the office? 13 windows, plus two 1.5 story glass walls in the lobby OMBINED SYNOPSIS/SOLICITATION Janitorial Services for National Weather Service Office (NWS) located in Key West, FL (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NWWP9201-10-02380DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 561720. The small business size standard is $16.5. (V) This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001 - Base Year; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Janitorial Services at the National Weather Services Office in Key West, FL in accordance with the statement of work for the period of twelve months. CLIN 0002 - Hourly rate for Emergency and/or special requirements. CLIN 1001 - Option Year 1; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Janitorial Services at the National Weather Services Office in Key West, FL in accordance with the statement of work for the period of twelve months. CLIN 1002 - Hourly rate for Emergency and/or special requirements. CLIN 2001 - Option Year 2; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Janitorial Services at the National Weather Services Office in Key West, FL in accordance with the statement of work for the period of twelve months. CLIN 2002 - Hourly rate for Emergency and/or special requirements. CLIN 3001 - Option Year 3; Services, non-personal, to provide all equipment, labor and materials (unless otherwise provided herein) necessary for Janitorial Services at the National Weather Services Office in Key West, FL in accordance with the statement of work for the period of twelve months. CLIN 3002 - Hourly rate for Emergency and/or special requirements. (VI) Description of requirements is as follows: See attached statement of work which applies to Base Year, Option Year 1 - 3, 52.212-3 Offer Representations and Certifications-Commercial Items, and Wage Rates. (VII) Period of performance shall be: Base Year for a twelve month period 01/01/10 through 12/31/10. Option Period 1 for a twelve month period 01/01/11 through 12/31/11, if the Government exercises. Option Period 2 for a twelve month period 01/01/12 through 12/31/12, if the Government exercises. Option Period 3 for a twelve month period 01/01/13 through 12/31/13, if the Government exercises. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide at least two (2) references, and a description of experience. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Price and 2) Past Performance - quote shall included at least two references and contractor's past performance will be based on responsiveness, quality, and customer services. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision.
