- Metalwork Blanket Purchase Agreement NASA Dryden Flight Research CenterSynopsis/Sources Sought for BPAs: Reference No. NND10PGLLZNASA/DFRC has a requirement for metal fabrication as noted below. The specifications are:a.Perform work documented according to ANSI Y14.5 standards.b.Fabrication parts from metal of various plain carbon steel alloys, aluminumalloys (including but not limited to 6061-T6, 2024-T3 and 7075-T6), and stainless steelincluding precipitation hardening types.c.Do all basic machining functions to specified tolerances, and have access tonumerically controlled machines as required. Tolerances shall be maintained to.001 inchas required.d.Do all basic grinding functions to specified tolerances, including O.D., I.D, andthreads O.D. and I.D.e.Allow the government to specify the condition of unfinished surfaces includingbrushed finish, sandblasting, shot-peening and surface micro finish.f.Perform standards sheet metal operations of punching, shearing, stamping, andbending to all industry standard tolerances. Tolerances shall be maintained to.010inches for shearing,.003 inch for hole locations, and.005 inch for diameters asrequired.g.Perform plating of metal using various standards processes including, but notlimited to, Zinc, Cadmium, nickel, chrome, anodizing of metal to all industry standardand colors, surface finishes, dry lube and phosphate. h.Perform both steel and aluminum welding using all industrial standard processes. i.Perform both steel and aluminum heat treating per aircraft standardmil-specification.j.Paint the metal fabrications to aircraft and industrial standards.k.Perform support for flight test fixtures.l.Accept blueprints and or part file of the parts required. The blueprints shallbe hand-carried of facsimiled to their place of business. After examination ofblueprints, notify the NASA Contract Representative of price and delivery. The completedparts will be shipped via any common one (1) day shipping service if specifiedm. Any Sub contractor that performs functions of those articles that was originallycontracted to said party shall be listed on the inspection report and what function thatwere performed. The original company that was awarded the contract is responsible forthe performance of that work.SHIPPINGAll deliveries shall be FOB Destination.Sole Source StatementNASA Dryden Flight Research Center intends to establish blanket purchase agreements(BPAs) with multiple vendors (as listed below) capable of supplying metal fabrication.Alltech Precision Manufacturing, C&T, GSP Precision Inc., Allied Mechanical, StandardTool and Die Co., Coast Aerospace Manufacturing Inc., and Votaw Precision TechnologiesThis notice is a combined synopsis/sources sought for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; capability statements and price lists are being requested and a writtensolicitation will not be issued. Call orders will be issued against the BPAs, providing the specific information of eachorder. The period of performance for each BPA will be five years from the issue date.Specific orders will not exceed $75,000.This notice is being issued as an invitation to submit capability statements and pricelistings. The NAICS Code and the small business size standard for this procurement are 333513 and500 employees, respectively. Articles and materials shall be packaged and preserved in a manner to assure protectionfrom damage during normal handling, transport, and storage after receipt. Articles or materials which have shelf life limitations or storage control requirementsimposed by the manufacturer, Government, NASA or the contractor shall be accompanied bypositive indication of such limits. Examples include manufacturing date, cure date,assembly date or temperature storage limitation. Marking shall include, as a minimum, nomenclature, part number, quantity, supplier,expiration date, temperature handling requirements and lot/batch information. Items containing hazardous materials shall have the manufacturers Material Safety DataSheet (MSDS) included. Articles and materials delivered shall have adequate shelf life remaining, fifty toseventy-five percent of the recommended manufacturer's shelf life must be remaining atthe time of purchase. Articles and materials delivered under the provisions of this contract shall beaccompanied by a serviceable tag, certificate of conformance, completed build record orother suitable objective evidence of completion and serviceability. END OF Q-6 Approved Gary May Q-6 (4/98) Attachment 4NASA Dryden Flight Research CenterPROCUREMENT QUALITY REQUIREMENTS ATTACHMENT Q-8 INSPECTIONS AND TEST DATA REQUIREMENTS 1.The contractor shall perform all required inspections and tests to ensure thatall articles and materials conform to contract requirements and applicable drawings andspecifications. Such inspections and tests shall encompass the receiving, processing,fabrication, assembly, end-item and shipping phases. 2.The Contractor is responsible for all inspections and test data. Thisresponsibility shall not affect any rights of NASA, DFRC, or a designated Governmentagency for any surveillance, source or other inspection. The Contractor shall beresponsible for providing adequate personnel, methods and equipment to perform allinspections and tests to assure that articles and materials meet the requirements of thecontract. 3. Inspection and test data requirements are the responsibility of the Contractor.The Contractor shall prepare and maintain records and data of all inspections and testsperformed. Such records and data shall be appropriate for the type, scope andsignificance of the inspection or test performed and in sufficient detail and extent toprovide for complete verification and evaluation of the operation. When specified in contract documents, each article or material shipped against thiscontractshall be accompanied by copies of required inspection and test data to provide evidenceofcompliance with contract requirements. All inspection and test data shall be verified by the Contractor's inspection/qualityorganization by use of signature or quality stamp and dating. In those cases where aformal inspection/quality organization is not in existence at the Contractor facility,the verification of inspection and test data shall be provided by a signature of anauthorized official of the Contractor, accompanied by the date of such verification. END OF Q-8 Approved Gary May Q-8 (12-97) Attachment 5NASA Dryden Flight Research CenterPROCUREMENT QUALITY REQUIREMENTSATTACHMENT Q-10 VERIFICATION OF SERVICEABILITY Articles and materials delivered under the provisions of this contract shall beaccompanied by a tag, label, certificate or similar instrument stating that the specificconcerned articles and materials are serviceable. Such tag, label, certificate or instrument shall be verified by the contractorinspection/quality organization by means of a signature and/or quality stamp, and shallbe dated. In those cases where a formal inspection/quality organization does not exist atthe contractor facility, the required verification of serviceability shall be provided bythe signature, date signed and title of an authorized official of the contractor. Definition: "Serviceable" is defined as that condition wherein articles and materialshave been produced and processed in conformance with all applicable design, fabrication,operational and quality requirements, and all required inspections and tests have beensuccessfully completed. Articles stored for more than three (3) years shall require a visual inspection fordamage or evidence of leakage and a functional and operational check.
