Description
Austin Service Center Facilities Operations & Maintenance Services REQUEST FOR INFORMATION (Sources Sought Notice) THIS IS A REQUEST FOR INFORMATION (otherwise termed a SOURCES SOUGHT NOTICE) AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The purpose of this Request for Information is to gain knowledge of potential qualified small business concerns capable of performing operation and maintenance services under North American Industry Classification System (NAICS) code 238220 for plumbing, heating and air-conditioning contractors. The small business size standard is $14 million. A review of the responses to this sources sought announcement will assist the Government in determining if competition should be restricted to small business concerns and may result in a solicitation announcement being published in the Federal Business Opportunities on or about May 14, 2010. The Internal Revenue Service (IRS) has a requirement for critical facility operation and maintenance services including operations and maintenance of a critical processing center and related facilities. Basic services shall include operations, repairs, and maintenance of critical uninterruptible power supplies and emergency generators., ADP room HVAC, central cooling and heating plants, plumbing and electrical systems, building temperature control, routine equipment checks and inspections, equipment room and facility space maintenance, painting and corrosion control, utility meter monitoring, water treatment services, routine, urgent and emergency service call management, and preventive maintenance performance and scheduling of equipment. Services will be performed at the Austin Service Center (AUSC) in Austin, Texas. The Austin Service Center facility is composed of two (2) buildings totaling approximately 488,000 square feet and houses approximately 2,150 employees, including a Child Care Center with approximately 125 children and employees. RESPONSE REQUIREMENTS: All small businesses are hereby invited to submit a statement of capability. Statements of capability MUST identify two (2) or more contracts (INCLUDING CURRENT POINT OF CONTACT INFORMATION) in which the interested party served as the prime contractor providing 24/7 operation, maintenance, and repair services on similar size facilities and complexity of equipment and systems. This would include central chilled water and heating plant equipment (include capacity sizes of all equipment) in a single building of at least 350,000 square feet. Statements shall specifically address capabilities in operating, maintaining, and repairing central plant equipment and operations, UPS maintenance and repairs (including battery maintenance and repairs), and maintenance and repairs for emergency diesel-powered generators and automated transfer switches. All capability statements shall address the contractor’s ability to manage operations and operate building equipment, perform maintenance and repairs to an equivalent size facility with similar mechanical and electrical equipment, and all equipment descriptions shall describe in detail the equipment capacity, make, and function. Statements shall also include a cover letter that includes the company name, address, telephone, facsimile, email address, and business classification (small, small disadvantaged, woman-owned small, veteran-owned small, service disabled veteran-owned small, 8(a), and/or HUBZone business concern). Any interested party shall respond with one (1) hard copy of its capabilities statement. In addition to the hard copy, the capabilities statement shall be provided on a CD or DVD.
