- The purpose of this Sources Sought Notice is to search for qualified vendors capable of meeting the Department of Veteran Affairs (VA) requirements for Community Coordinators in support of the Virtual Lifetime Electronic Record (VLER) Health Community Initiative.VA and the Department of Defense (DoD) have been partnering to meet the President's April 09, 2009 mandate that "Both Departments [VA and DoD] will work together to define and build a system that will ultimately contain administrative and medical information from the day an individual enters military service throughout their military career, and after they leave the military." The VLER Health Communities Initiative is the first necessary step for the implementation and refinement of VLER. VA and DOD have just selected the first VLER Health Community and will be selecting an additional 2 - 4 communities in the next couple of months and intends to select a total of 3 - 6 communities to begin implementation this fiscal year. VLER Health Communities aim to pilot test the exchange of health data between VA and DoD and private sector partners via the Nationwide Health Information Network (NHIN) with the goal of informing direct care provision and tracking and improving patient outcomes across all sites of care. VLER Health Communities are being selected based on criteria including: -Significant share of VA, DOD, private sector care and where large amounts of purchased care concentrated on a few providers -Community receptiveness and ability to demonstrate high level of adoption of health information technology, NHIN compliant information exchange -High concentration of Federal health programs A VLER Health Community Coordinator will be located at each of the selected communities, and will be responsible for the following tasks: "Establish local points of contact within each of the interested agencies and with potential health information exchange participants (e.g., identify points of contact (POC) at the local VA medical centers, military hospitals and clinics, local health information exchanges, community health departments, Federal agencies, others); "Communicate mission, scope and timelines of the NHIN and VLER efforts as well as those efforts that develop from local community interest and from other Federal agencies; "Apply lessons learned from previous health information exchange initiatives, such as the San Diego project, a VA and Kaiser Permanente Initiative currently underway to accelerate the pace of health information exchange consistent with the NHIN and VLER missions; "Work collaboratively with the Health IT Extension Centers to foster electronic health record (EHR)-adoption in the local community; "Collaborate in meetings to develop local initiatives related to health information exchange. The contractor shall have the capacity to provide key personnel with experience and knowledge in the following areas: "Health Care Systems and Health Information Exchange (e.g., thorough knowledge of private and public health care systems; experience working in a health care system; Understanding of technical requirements for health information exchange between private and public sector partners) "Communications, Marketing, and Education Practices (e.g., ability to develop focused communications for a variety of audiences; ability to communicate with various stakeholders and partners; ability to work effectively with organizations of various sizes and complexity; experience developing education and marketing materials; ability to negotiate and problem resolution) "Demonstrated ability to execute a project plan using established processes; ability to create and deliver formal presentations to VA management and executive leadership and VA stakeholders; ability to produce well written, organized and succinct reports; ability to manage competing priorities and to adjust quickly and efficiently to changes in work direction) The expected period of performance is to begin in February 2010 with the first community coordinator. As VLER Health Communities are selected additional community coordinators will needed. The coordinators are required to be physically located in the geographic location selected with the above skill sent nuanced for each geographic area. Each coordinator's tenure is expected to be for one year. A firm fixed price arrangement is planned. The contract period of performance is anticipated to be for up to 3 years pending availability of funds. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive process.
