- RECOVERY: The General Services Administration (GSA) announces an opportunity to perform a design-build contract in Fargo, North Dakota at the Fargo Federal Building/Post Office. GSA will be using funds from the American Recovery and Reinvestment Act of 2009 for this project. Project Summary: The intent of GSA is to reduce energy demand, reduce operation and maintenance costs, and improve building system controls and occupant comfort. The anticipated requirements for this opportunity include modifying door closers, adding vestibules for north side entries, adding loading dock door seals, upgrading garage ventilation, sealing un-unused louvers and upgrading active dampers, installing occupancy sensors and tying the building lighting into the building automation system, replacing multi-zone AHU1 and converting to variable air volume, replacing boilers, optimizing chiller plant, revising chiller condenser water controls, installing variable speed chilled water pumps, converting pneumatic controls to DDC, modernizing solar hot water, installing post office pony chiller, and replacing air handling units. The design-build scope of work requires the contractor to include all labor and materials required to provide architectural, engineering, construction, and other related services necessary to the design and construction. Related services include, but are not limited to permits, tests, and inspections during construction and commissioning. The Federal Building/Post Office is located in the Central Business District of the City of Fargo, County of Cass, in the State of North Dakota. Prospective Offerors' experience must include, but are not limited to, work performed on similar projects improving major building components for high performing green buildings. A site visit shall take place on DECEMBER 17, 2009 at 9 a.m. Central Standard Time, at 6 57 2 nd Avenue North, Fargo, ND 58102. The meeting will begin at the GSA Office (Suite 319), and consist of a meeting to review design requirements and a walk-thru of the project site. The meeting shall be attended by the Contractor, the Contractors Architect-Engineer (A/E) design firm, the GSA Project Manager, GSA Contracting Officer, and GSA Property Management staff. Appropriate design staff (e.g. mechanical engineer, electrical engineer, etc.) should participate. The site visit is an opportunity to review project scope requirements, including demolition, cutting and patching, temporary equipment requirements, hazmat issues, etc. It is anticipated that the meeting will last approximately 2 hours or more, depending on the information needs of the Contractor's A/E design team. Procurement Strategy: GSA intends to award a firm-fixed price Design-Build Contract based upon an approved design concept in accordance with Federal Acquisition Regulation (FAR) Part 36 and FAR Part 15. Opportunities for Other than Large Businesses: This procurement will be open to large and small business firms pursuant to the Small Business Competitiveness Demonstration Program under NAIC Code 236220, Commercial and Industrial Building Construction. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled-veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses, or as a subcontractor. Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d), FAR subpart 19.702 and FAR subpart 19.12, an Offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a Subcontracting Plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. In this procurement, GSA intends to promote contractors' and subcontractors' use of registered Apprenticeship Programs. The estimated cost for the design-build energy improvements at the Fargo ND/PO is between $1,000,000 and $5,000,000.
