- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, dated 28 Feb 08. This acquisition is set-aside for small business only, under NAICS 532112, size standard $23.5M. The requirement is as follows: The Secretary of the Air Force, via the AFDW/A7K contracting office, requires the lease of nine (9) executive vehicles (see specs below). The vehicles will be used in the Washington DC metro area. No vehicle usage will exceed 1,000 miles per month. The period of performance will be from 1 Jan 2010 through 31 Dec 10, with 2 twelve-month option periods (each running 1 Jan-31 Dec of the subsequent years). The contractor will also provide all maintenance for the duration of the lease. SPECS: --One (1) each Cadillac DTS Luxury II option package Exterior color - Black Raven Interior - Front flexible seats - Tuscany Leather; Titanium gray Tri zone climate control with rear controls, power rear sunshade, 4 way articulating headrests, AM/FM/CD and Bose center point speakers (8) Power train - Coolum mounted shifter with Automatic transmission, 4.6L Northstar V8. Special requirements: On Star System must be disconnected, no navigation system or satellite radio, provide four (4) remotes and keys, any tracking system must be deactivated. Or Equal --Three (3) each Ford Expedition Limited EL Exterior color - Black clear coat Interior - Charcoal Black, low back captain's chairs, perforated leather seating surfaces with floor console, second row captain's chairs, third row power-fold bench seat (third row vinyl covered), AM/FM/CD with speakers (6), Power train - six speed Automatic transmission O/D, 5.4L SOHC V8, four wheel drive, Wheels 18" Chrome Clad Aluminum, with P255/70RX18 all season OWL tires Special requirements: Convenience package, technical package, load leveling air suspension with message center, day running lights, power lift gate, skid plate. Provide four (4) remotes and keys, no navigation system or satellite radio, any tracking system must be deactivated. --Four (4) each Dodge Grand Caravan Exterior color - Black or Dark Blue Interior - Charcoal or gray, Standard interior package with power windows, AM/FM/CD, Power train - Standard package: Automatic transmission with O/D Special requirements: Provide four (4) remotes and keys, no navigation system or satellite radio, any tracking system must be deactivated. Or Equal --One (1) each Chevy Malibu Exterior color - Black or Dark Blue Interior - Charcoal or gray, Standard interior package with power windows, AM/FM/CD, Power train - Standard package: Automatic transmission with O/D Or Equal After vehicles are received by the Air Force the vehicles shall be outfitted with special equipment. This equipment shall be removed at the termination of the lease. Maintenance Lease shall be inclusive of all maintenance and the contractor will perform or have performed maintenance and repairs as necessary on its furnished vehicle and equipment. These tasks shall include, but not be limited to: Verify malfunctions and perform a complete inspection using diagnostic test equipment when required, Determine if the malfunction is a result of suspected abuse, and if so, take proper action, Maintain all assigned tire repair and servicing equipment in a safe operating condition, Ensure strict compliance with safety, Lube and oil changes, Repair brakes, Adjusting and repairing steering system, Performing tune-ups, Repairing air conditioning and heating systems, Repairing suspension systems, Repairing/replacing exhaust system, Changing/repairing tires, Winterizing vehicles, Performing miscellaneous repairs on lights, doors, batteries, radiators, locks, etc., and Performing bodywork and interior maintenance. The contractor will perform the necessary repairs and return the vehicle to service within three working days of notification of maintenance requirement. The Contractor shall notify the 11th LRS if additional time is required. If the Contractor cannot repair an equipment item, he/she shall submit a written explanation, within 24 hours, to the 11th LRS of the problem, cause, and recommended solution. The leaser shall provide a replacement vehicle when the leased vehicle is in for maintenance for more than one calendar day.
