- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for a non-commercial, competitive procurement for a Payload Simulator Cover and Test Set Transit Case. The cover is used to enclose a circuit card and wiring harness used for testing. The transit case is used to store the finished payload simulators during shipment and missions. The Government anticipates awarding a 5-year IDIQ type contract in accordance with FAR 16.5. The anticipated contract will have a minimum contract amount of 210 covers and 105 cases. First Article quantities (10) Cases and (20) Covers will be required. These First Article quantities will be considered part of the production quantity. The contract will have a maximum contract amount of 1050 covers and 525 cases. Proposals will be requested for both the Transit Cases and Covers under one solicitation; however, the Government reserves the right to award separate contracts for the Transit Cases and for the Covers. Delivery will be FOB Destination, NSWC-Crane, Crane, IN 47522-5000. Inspection and acceptance will be at destination by the Government. The Government intends to award to the responsible contractor on the basis of Past Performance (most important) and Price only. The solicitation will be available on or about 23 December 2009 at the following address: http://www.crane.navy.mil/acquisition/synopcom.htm Explicit access of drawings for the cases and covers to be included in the solicitation will be available at FedBizOpps. Note: Access to drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP). All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO for amendments that may be issued to this synopsis. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
