- Plan. The United States Marine Corps Systems Command, Mine Resistant Ambush Protected (MRAP) Detection System's Program Office is seeking a company who is capable of providing a support service contract in support of fielded Z-Backscatter Van (ZBV) Military Trailers (s) (Mil-Trailer) procured from American Science and Engineering, Inc. The MRAP Detection System's Program office anticipates the solicitation and award of a contract to service as many as thirty five ZBV Mil-Trailers per year (February - January). The Government anticipates award of a contract 1 Feb 2010 with Field Service Reps deployed to country by 1 April 2010. The North American Industry Classification System code for this effort is 334517. This support contract will be a performance based, firm fixed price, indefinite delivery / indefinite quantity contract consisting of a base year and up to four option years. System Description. The ZBV Mil-Trailer is a United States Marine Corps owned non-intrusive ruggedized inspection system using low dose machine generated ionizing radiation for detection of organic and inorganic materials, inspection of vehicle interiors, including cargo areas (empty and filled with mixed cargo) and engine compartments. They are used in military and police security operations at checkpoints and entry control points to identify concealed weapons, contraband, ordnance and bulk explosives. The ZBV Mil-Trailer replaced Legacy ZBVs. The ZBV Mil-Trailer is the result of a spiral development effort by Technical Support Working Group designed to withstand higher temperatures, shock, vibration and sand; and is mounted on a standard military trailer, and moved with military vehicles. Contractor Requirement. The Contractor's personnel assigned to this contract must be able to obtain a National Agency Check with Inquiries Background Investigation that has been verified in the Joint Personnel Adjudication System. The Contractor will provide sustainment support in both the Continental United States (CONUS) (one person at 29 Palms) and Outside the Continental United States (OCONUS) (14 Field Service Reps in southern Afghanistna embedded with the USMC) in support of Operation Enduring Freedom Afghanistan. All required tools, labor, supplies & materials, equipment, transportation and supervision necessary to perform all work required in strict accordance with the detailed requirements of the attached statement of work will be the responsibility of the Contractor. The following is a summary of work to be performed: The work will consist of Contractor Logistics Support for sustainment to include Field Service Representative support, training support, supply support, and maintenance support. Train-the-trainer support of the ZBV Mil-Trailer system will be conducted CONUS and operator training support will be performed both CONUS and OCONUS. Submission Requirement. At a minimum the following must be submitted:?A positive statement of interest to submit a proposal as a prime contractor on a future solicitation for this service along with a rough order of magnitude ROM estimate of price to provide 14 Field Service Reps (FSR) in Southern Afghanistan who will work embedded with the US Marine Corps throughout the region along with one FSR in the US.?Evidence of at least three (3) recent experiences in work similar in type and scope to include contract numbers, project titles, dollar amounts, and percent of work performed, description of work performed, and points of contact with current telephone numbers. Failure to submit all information requested may result in a contractor not being considered as an interested party. Upon completion of this analysis the Government will determine whether to limit competition, proceed full and open, or proceed as a sole source. This Request for Information is being issued for planning purposes only. This is a market research tool to determine the availability of sources prior to issuing the Request for Proposal. This is not a solicitation and responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government will not be responsible for any costs incurred by interested parties responding to the sources sought. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this Notice and Government use of such information. The Government recognizes that proprietary information and data may be part of this effort and, if so included, such data should be clearly marked and included as a proprietary addendum to the non-restricted/non proprietary information.
