Description
IRS Headquarters National Office Facilities Operations & Maintenance Services Sources Sought Notice THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The purpose of this notice is to gain knowledge of potential qualified small business concerns capable of performing operation and maintenance services under North American Industry Classification System (NAICS) code 238220 for plumbing, heating and air-conditioning contractors. The small business size standard is $14M. A review of the responses to this sources sought announcement will assist the Government in determining if competition should be restricted to small business concerns and may result in a solicitation announcement being published in the Federal Business Opportunities on or about February 1, 2010. The Internal Revenue Service (IRS) has a requirement for critical facility operation and maintenance services of the National Office Building located at 1111 Constitution Ave NW, Washington DC. This historic office building has 8 floors and an attic and is approximently 1.4 million square feet in size. The critical equipment consist of three (3) 2000 ton chillers, twenty-two (22) 20,000 – 40,000 CFM Air handler units, two (2) computer rooms, city steam, approx 1,750 offices and 230 executive offices, plumbing and electrical systems, building temperature control, routine equipment checks and inspections, equipment room and contractor space maintenance, painting and corrosion control, utility meter monitoring, water treatment services, routine, urgent and emergency service call management, and preventive maintenance performance. The National Office building is the IRS headquarters and houses the Commissioner and Chief Counsel of the IRS and their staffs. The building operating hours are 6 AM - 6 PM with 24 hour call backs. RESPONSE REQUIREMENTS: All small businesses are hereby invited to submit a statement of capability. Statements of capability MUST identify two (2) or more contracts (INCLUDING CURRENT POINT OF CONTACT INFORMATION) in which the interested party served as the prime contractor providing. The buildings hours of operation are Monday thru Friday 6 AM to 6 PM with emergency call backs after hours and weekends. The offeror will be responsible for preventive maintenance (PM) and service calls. Capabilities statements should show the potential contractor has experience maintaining Historic Office building space of similar size, with similar equipment. Be able to perform PM on large AHU of 30,000 cfms, generators, pressure vessels, 2000 ton chillers and approximately 18,000 PMs (annual, monthly, weekly) a year. We also receive approximately 1,200 service calls a year for minor repairs. Statements must also include a cover letter that includes the company name, address, telephone, facsimile, email address and business classification (small, small disadvantaged business, woman-owned small business, veteran-owned small business, service disabled veteran-owned small business, 8(a) and HUBZone). Interested parties shall respond with two hard copies of their capabilities statement. The response shall be sent to the following address: Internal Revenue Service, Office of Business Operations, Attn: Ross Saxton III (OS:A:P:B:A:A), 6009 Oxon Hill Road, 5th Floor Mail Room, Oxon Hill, Maryland, 20745. Responses and questions must be submitted electronically via e-mail or facsimile by 2:00 PM, EST no later than January 4, 2010. Oral responses and inquiries will be treated as non-responsive.
