Description
Questions & Answers from Industry Days Part 2 (Part 3 to follow) 1.Q: What is the bonding requirement for this project? A: The Payment and Performance Bonding requirement for this acquisition will be $750,000,000. 2.Q: How long will employee vetting process take after project is underway? A: The length of time will depend on how many requests there are but the Government will vet as quickly as possible. 3.Q: Does the Government anticipate issuing any early start site clearing, security fencing & structures for personnel or vehicular screening, or will these be included in the single DB contract? If so, please define work that will be procured outside of the primary DB contract. A: The Government anticipates issuing an early site package for rough grading on an existing contract. There will also be a contract for the substations. The utilities to the site will be not be procured by USACE. 4.Q: Will this project utilize a W.A.W.F. billing/payment process? A: No. Invoices will be paid via the Corps of Engineers Financial Management System. 5.Q: Who is doing the bridging documents and to what level? A: The RFP is being put together by Black & Veatch-Berger JV. The documents will be at a programming level. 6.Q: Can the award of the contract occur in less than the one year shown? Response time looks too long. A: The acquisition schedule is to the minimum possible. 7.Q: What percentage of local firm participation will be required? What is being done to ensure that the UT local economy will benefit from the large budget? A: The USACE subcontracting goals will be included in the solicitation and a subcontracting plan will be required. In addition to the subcontracting plan, a small business participation plan will be an evaluation factor in determining who the awardee will be. As this is a federal contract, we are not able to require the use of local contractors. 8.Q: Will a CCIP (Contractor Controlled Insurance Program) be allowed for consideration? A: No. 9.Q: Are Parsons and Black & Veatch/Louis Berger Group JV excluded from DB team participation? A: Yes. 10.Q: Will a GSA number certification help in contract awards? A: No. 11.Q: Approximately what % of the project material be procured through a GSA schedule holder/supplier? A: None. 12.Q: The Sources Sought notice for this project required that only companies with a $300M of bond capacity need to respond. How many companies responded to the sources sought? A: 17 13.Q: The pre-work with the COE: does this include the geotechnical engineering? A: Yes. 14.Q: Will technical cabinets, furniture, console go through DB or direct USACE? A: The prime contractor will be responsible for procurement of these items. 15.Q: Who is the contract/company regarding Buy America act and compliance? Will vendors fall under this requirement? A: Yes. The appropriate clauses will be included in the solicitation. Enforcement will be done by USACE. 16.Q: Who is on the site now doing site work, clean-up? A: Zapata Incorporated. 17.Q: Are Substations part of this scope? A: No. 18.Q: Considering the nature of this facility, would the USACE/NSA consider conducting a product review to ensure the best low voltage structured cabling system is installed? Historically, this important decision is left to the GC via sub-contracting. A: The decision will be up to the prime contractor. 19.Q: What is the rationale behind requirement for projects (experience) to be minimum 500,000 SF. A: Contractors who have successfully completed projects of similar size, scope and dollar value may be better suited to complete this project. All three will be part of the Phase 1 RFP. 20.Q: Will it be utility owned (i.e. Qwest)? A: No. 21.Q: Will construction and permanent personnel housing be handled under one contract? A: There is no requirement for permanent personnel housing in this requirement. 22.Q: Will there be a need for short term housing for NSA? Who is the contract? Are there needs for short term swing space? Who is the contract? A: No for short term housing or swing space. 23.Q: Will this project fall under the Helmets to Hardhats utilization program? A: No. 24.Q: As a manufacturers representative, how do we get our products specified? A: In general, we do not specified specific brands or brand names and leave this up to the prime contractor as to what materials and supplies they utilize. 25.Q: Is it required to visit the site to be considered? A: No. 26.Q: Will they give permission for contractors to offer companies with GSA contract to get better pricing on products and services? A: No. 27.Q: What procedure will you use to audit cost bids, change orders & material costing? Will consideration be given to outside vendors to be involved in the auditing process? A: USACE handles this internally. We also have access to the Army Audit Agency as well as the Defense Contract Audit Agency should the need arise. 28.Q: What are the bonding requirements for the prime contractor? Are any subs required to bond as a USACE requirement? How soon will bonding amount decision be made? A: The bonding level is for the prime contractor and has not been determined at this time, but will be included in the Step 1 solicitation. USACE does not require bonding for subcontractors, however, primes may require this as a condition of their bonding. 29.Q: McGraw-Hill listed Layton Construction and Clark Construction in a recent report. What is their level of involvement on the project? A: None. 30.Q: How many procurement packages are anticipated? Will they be staggered? A: One. No. 31.Q: Will multiple design build packages be issued/considered? EG. Along the lines of the facility breakdown in fed biz ops? Will the final concept design package approved by the government be made available to the design builder? Narratives? Options considered? A: One DB package will be awarded. Final Concept design packages will be provided to the down selected contractors in Phase 2. 32.Q: Will there be a products approval list? A: It is not anticipated, but if there should be one it will be included in the Phase 2 RFP. 33.Q: Are there any existing - like facilities already built? Where? A: No, there are no existing facilities. 34.Q: Will this project utilize WAWF billing/payment process? A: No. We will utilize the Corps of Engineers Financial Management System for payment. 35.Q: If schedule is so critical, can the award of the contract occur in less than the one year shown? If schedule is so important. Why does it take so long to procure a design/builder? RFP response time looks too long. Any consideration to shortening the date and awarding contract sooner? The solicitation schedule is very long. Can this be shortened? A: This project has been fast tracked and is being procured as quickly as possible. However, do to the size and complexity, multiple levels of review are required to ensure the integrity of the procurement and the quality of the documents. 36.Q: What percentage of local participation will be required? A: None. As a federal contract, there is no authority to require local contractors. However, it is strongly encouraged. 37.Q: What is being done to ensure that the Utah local economy will benefit as much as possible from the $1 billion budget? (Maximizing use of local contracting and A/E firms). A: We held Industry Days in Utah to allow the prime contractors to meet with potential prime contracts.
