- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R10PS80095 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 541620. The small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Contractor shall provide all labor, equipment, supplies necessary to provide environmental consulting services for the Delta Smelt Monitoring Project in accordance with the attached statement of work. Qty 1 each. (vii) Period and place of performance: (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offers must be complete and self-sufficient. The response shall consist of three (3) parts: PART I - Technical CapabilityPART II - Past PerformancePART III - Offer PART I - TECHNICAL CAPABILITY. Technical Capability submissions should be specific, detailed, and complete to clearly and fully demonstrate the offeror has a thorough understanding of the requirements for the accomplishment of the effort. Responses must demonstrate capability, therefore, do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The offeror shall provide sufficient documentation to summarize the education, qualification, and experience of personnel proposed for this requirement. Qualification may include, but is not limited to, resumes, academic degrees, professional licensing, or certification, which demonstrates the offeror's depth and breadth of experience. The offeror shall provide a work schedule to include all aspects of the project including mobilization and on-site time that meets or exceeds the schedule requirement in the statement of work. PART II - PAST PERFORMANCE. The offeror's shall submit information on contracts the offeror considers most relevant in demonstrating ability to perform the proposed effort. PART III - OFFER. Offer shall contain the following information: Company name, address phone numbers, DUNS number, Tax ID Number, itemized quote. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Proposals will be evaluated using simplified acquisition procedures of FAR 13.106 as authorized by FAR 13.5, Commercial Item Test Program. The following factors shall be used to evaluate offers: 1) Technical Capability - The Offeror's proposal will be evaluated to the extent the technical capability is clear, addresses all Statement of Work (SOW) components, and meets the requirements in the SOW. The Offeror should demonstrate an effective technique for managing the program and ensuring that the goals and objectives of the requirement are achieved. The submission should satisfactorily demonstrate an effective system for ensuring that the offeror will produce quality work in a timely manner. Reclamation will evaluate the qualifications and experience of the offeror's proposed personnel. Reclamation will also evaluate the offerors's proposed approach to meeting the requirements of the statement of work and assess the chances for a realistic completion that meets or exceeds the requirements in the SOW. 2) Past Performance - Past performance evaluation will focus on the quality of previous work produced by the offeror. Key considerations include: experience relevant to work in similar conditions and scope. Previous work products contained detailed, logical, and insightful analysis and recommendations. Previous work products contained relatively few deficiencies and corrections were made quickly and satisfactorily explained. 3) Price - The price factor will not be rated, but will be used to determine price reasonableness. Technical and past performance, when combined, are more important when compared to price. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
