Description
RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS IS NOT A SOLICITATION FOR PROPOSALS Using Recovery Act funding, the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Service (AAS) intends to modify existing GSA Task Number FY758001T6, a competitively awarded, Time and Materials Task Order under GSA Schedule 70 for the operations and maintenance of the Indian Health Services (IHS) Information Technology infrastructure. The incumbent contractor is Chickasaw Nation Industries, a Native American owned 8A Small Disadvantaged Business headquartered in Norman, Oklahoma. This work is within the scope of the original contract technical provisions. Contract clauses required for projects involving Recovery Act funds have been incorporated into the Task Order. This existing contract must be used because the additional requirements are within the scope of the original award and for efficiency and economy the Government's best interest would be served. Specific requirements include: 1. Standardized RPMS Architecture 2. Domain Controllers This project has also been referred to as the Router Replacement & Upgrade project. Project Overview The Router Replacement & Upgrade project proposes the purchase of about 240 routers to replace half of the existing routers at IHS and the purchase of additional memory (either DRAM or Flash RAM). There are approximately 500 memory upgrades to do and 240 router upgrades. The replaced routers and upgraded memory will improve network reliability and transmission speed. This project affects all IHS federal sites. It may also include Tribal sites that connect to the IHS network. The requirements of this modification are included in the Projects and Activities section of the IHS Health Information Technology Recovery Plan listed here: Telehealth and Network Infrastructure. The telehealth and network infrastructure activity is comprised of a number of discrete projects. All of these projects are related to improvements to the IHS network or support of future telehealth initiatives. These projects include a complete upgrade of the network routers, upgrade of network domain controllers, improvement and expansion of the storage area network, network security improvements; installation of an emergency diesel generator for data center backup power, and upgrade and expansion of video conferencing infrastructure and the purchase of video conference devices for provision of telehealth services. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using Recovery Act Funds, including compliance with the Federal Acquisition Regulation, and the maximum extent practicable, making Fixed Price (FP) awards using competitive procedures. However, the Office of Management and Budget guidance allows for the use of other than FP contracts. Although GSA's Task Order was not awarded as an FP contract, it was awarded competitively and the contract type was selected to provide the contractor with the greatest incentive for efficient and economical performance given the specific requirements. The existing contract has experienced personnel and documented performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, modification of this existing Task order is the most appropriate method to accomplish the work anticipated
