- PHASE II: The responsible contractor selected for this project will be required to perform the following construction services for the Roof Restoration and Photovoltaic Array Installation project at the Centers for Medicare and Medicaid Services (CMS) Complex in Woodlawn, Maryland in support of the American Recovery and Reinvestment Act to modernize our Federal Building with energy efficient technologies. This requirement includes all supervision, labor, materials and equipment necessary to accomplish the following 1. Full roof restoration including extensive roof perimeter repairs (sealant, flashing, caulking, etc.), insulation repairs, and application of a multiple ply roofing coating throughout the entire roof system. The restored roofing system must have a 20 yr warranty at completion of the project. 2. Installation of a roof mounted photovoltaic array at the CMS complex. The array will be sized at approximately 850 kW. 3. Option for installation of two covered walkways in the front parking lots at the CMS complex. These covered walkways shall include a integrated photovoltaic array sized at approximately 275 kW. Award will be a firm fixed price (FFP) contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. For this requirement, the combined weight of the technical evaluation factors is considered is significantly more important than price. For this procurement, GSA will utilize a two phase selection process. NOTE: EVALUATION OF PHASE I HAS CONCLUDED. CONTRACTORS WHO WISHED TO BE CONSIDERED FOR PHASE II MUST HAVE SUBMITTED A TECHNICAL PROPOSAL DURING PHASE I OF THE PROCUREMENT PROCESS. In Phase I, offeror’s submitted a technical proposal for Construction Contractor’s Past Performance, Lead Designer’s Past Performance, and Key Personnel qualifications. During this phase, GSA evaluated technical offers and developed an advisory short list based on technical qualifications of the most technically qualified firms. In this stage, GSA advised each respondent that participated in Phase I, in writing, as to whether or not they were likely to be a viable competitor for this project. GSA informed all respondents that, not withstanding the advice provided by GSA in response to their submission in Phase I, they may participate in Phase II. NOTE: CONTRACTORS WHO WISH TO BE CONSIDERED FOR PHASE II MUST HAVE SUBMITTED A TECHNICAL PROPOSAL DURING PHASE I OF THE PROCUREMENT PROCESS. PHASE II RFP SHALL BE MADE AVAILABLE ON OR ABOUT NOVEMBER 9, 2009 Phase II shall request technical proposals, which shall include a detailed Project Management Plan, based on the issued construction bid documents and additional technical requirements. This phase shall also require the submission of the offerors price proposals, which shall not be evaluated until the technical recommendation has been submitted to the Source Selection Authority. Discussions may be conducted in this step, however it should be noted that a selection and award may be made without discussions. The NAICS code applicable to this project is 237130. The construction range for this project is estimated over $10,000,000. This unrestricted procurement is being conducted under full and open competitive provisions in accordance with the Small Business Competitiveness Demonstration Program. Contractors interested in obtaining a copy of the Phase II solicitation package will be able to download electronic copies of the Request for Proposal (RFP) on or about November 9, 2009 on (www.fbo.gov). A pre-proposal conference will be held on or about November 16, 2009 at the Centers for Medicare and Medicaid Services (CMS) located on 7500 Security Boulevard, Woodlawn, Maryland 21244. Offerors who have submitted a Phase I proposal and wish to be considered under Phase II shall submit one (1) original Phase II proposal and six (6) copies on December 18, 2009.
