- RECOVERY--This Sources Sought Notice is issued under the American Recovery and Reinvestment Act (ARRA) of 2009 and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST). All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. NIST is seeking information and potential Small Business sources that are qualified to construct an over 2000 SF two story residential structure (four bedroom) with a basement at the NIST, Gaithersburg, Maryland site. As a result of this Notice, the Government is not committing to award any contract at any time for the requirements herein. All small business organizations (Small Business, Small Disadvantaged Business, Women Owned Small Business, HUB Zone, and Veteran Owned Small Business and Small Disadvantaged Veteran Owned Small Business) are encouraged to respond to this notice. This requirement will be assigned a NAICS code of 236115 -New Single-Family Housing Construction (except Operative Builders)- with a small business size standard of $33.5M with a magnitude of construction between $8,000,000.00 and $12,000,000.00. The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14(b) (4) Limitations on Subcontracting. Background information on the requirement: (1) Two story residential structure (four bedroom) with a non-walkout basement that totals in excess of 2,000 SF, (2) External utilities - steam, electric, chilled water, potable water, sewer, and underground structures, (3) Site work to include parking lots, storm water controls, landscaping, and earth grading, (4) Facility designed to be at least Leadership in Energy and Environmental Design (LEED) Silver, (5) Residential structure will have solar panels in excess of 4 KW. The Government is looking for responsible sources that have experience: (1) Constructing Energy Efficient Residential Home as defined by the Department of Energy's Builders Challenge, (2) Shall have constructed one LEED certified silver, gold, or platinum residential structure in excess of 1,800 SF. Interested parties must submit LEED certificate from building owner with their response to this Sources Sought Notice (SSN). (3) Shall have constructed one building registered with the Department of Energy's (DOE) green builders challenge within the last four (4) years. Provide street address and zip code of building constructed with DOE. (4) The Contractor shall have a current Experience Modification Rating(EMR) of 1.0 or less. Interested parties shall provide proof of their current EMR from the National Council on Compensation Insurance (NCCI) or the corresponding State Agency with their response to this SSN. The estimated schedule to start construction work is September 23, 2010 with an estimated schedule for completion of the construction project to be April 21,2011. A site visit is planned after the release of the solicitation. A performance and payment bond shall be required and must equal 100 percent of the original contract price. Interested firms that believe they have the capabilities necessary to accomplish this project shall provide the following information: company name, DUNS Number, address, point of contact, email address, and business type.
