- RECOVERY--This Sources Sought Notice is issued under the American Recovery and Reinvestment Act (ARRA) of 2009 and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST). All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. NIST, Gaithersburg, MD is seeking information and potential Small Business sources that are qualified to replace /refurbish 1960's era air handlers. As a result of this Notice, the Government is not committing to award any contract at any time for the requirements herein. All small business organizations (Small Business, Small Disadvantaged Business, Women Owned Small Business, HUB Zone, and Veteran Owned Small Business and Small Disadvantaged Veteran Owned Small Business) are encouraged to respond to this notice. This requirement will be assigned a NAICS code of 238220, Plumbing, Heating, and Air-Conditioning Contractors with a small business size standard of $14.0M having performed a magnitude of construction between $7,000,000.00 and $13,000,000.00. The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14(b) (4) Limitations on Subcontracting, Construction by Special Trade Contractors. Background information on the requirement:(1) Replace 1960's era air handlers internal components, valves, motors, coils, pneumatic controls,etc while retaining the outer casing of the air handler,(2) Air handlers provide cooling in the amount of approximately 20,000 CF, (3) Refurbishment per each air handler takes one week to complete after an outage starts. Temporary cooling is not provided,(4) NIST will abate any hazardous materials in advance of the contractor performing work,(5) The Contractor shall have worked in a Commercial or Government environment within the past three years and were replacing/refurbishing air handlers in an active (occupied) facility,(6) The Contractor must have replaced at least three air handlers with each having a CFM of at least 20,000 CFM under one contract. List and provide the name of the end customer and type of facility, CFM of at least three units,and date when they were installed,(7) Shall have a current Experience Modification Rating (EMR) of 1.0 or less. Interested parties shall provide proof of their current EMR from the National Council on Compensation Insurance (NCCI) or the corresponding State Agency with their response to this SSN, (8) The estimated schedule to start construction on this project is October 16, 2010 with an estimated completion date of October 15, 2011. A site visit is planned after the release of the solicitation. A performance and payment bond shall be required and must equal 100 percent of the original price. Interested firms that believe they have the capabilities necessary to accomplish this project shall provide the following information: company name, DUNS Number, address, point of contact, email address, and business type.
