- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912EE-10-T-0009 is being issued as Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-37. THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. THE NAICS CODE FOR THIE PROCUREMENT IS 336611; WITH SIZE STANDARD 1000 EMPLOYEES FOR A FIRM FIXED PRICE CONTRACT. THIS PROJECT IS FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA). Based upon the Program TAS); 96-3113 as part of the continuing buoy maintenance of the Mississippi Lakes Project at Enid Lake in Enid, MS, this procurement may be quoted as follows: Line Item 00001, Supply & Deliver (1) Aluminum Buoy Tending Transporter Barge, with Trailer; USACE-Vicksburg District Enid Lake Field Office, Unit: Lump Sum. Lump Sum Price:$____________. The U.S. Army Corps of Engineers, Vicksburg District, has a requirement for one (1) Aluminum Buoy Tending Transport Barge, with Trailer, USACE-Vicksburg District Enid Lake Field Office. The Buoy Tending Barge to be supplied under this contract shall be a new unit meeting the following specifications. The U.S. Army Corps of Engineers (COE) desires to purchase a 23 long by 8 wide aluminum Buoy Tending Transporter Boat with trailer. This boat shall be configured to handle buoys manufactured by Roylan Buoys, P.O. Box 886, Cedarburg, WI 53012. Model number B5CPR-M Can Buoy Float Collar with External Ballast through an open gap in the bow of the boat. There shall be an electric crane installed on the front deck to handle the buoys. BASIC CONFIGURATION: The boat shall have a split hull, outboard powered with a (36 minimum) console w/hydraulic steering, upholstered operators seat with footrest, padded backrest, padded armrest, forward windscreen and an aluminum T top. Hull shall have a minimum thickness of 3/16. The hull shall be a planing type. Operators console shall be mounted so that the forward half of the boat is open deck. Front deck shall be flat with no trip hazards. There shall be a total of six bitts/cleats, one on each corner and one in the middle on each side. All bitts/cleats shall be constructed in a cup and shall not extend above the deck surface. There shall be permanent hand rails from the front of the operators console aft. Handrails on forward deck shall consist of removable aluminum pipe stanchions with stainless steel chain. There shall be a means provided to disconnect chains at each stanchion. Hand rails shall also be fitted around the gap in the bow. Tow knees shall be installed on the front of the pontoons and surfaced with 3 D rubber rub rail. One in front of each hull with connecting rub rails. Tow knee shall be designed and located in an appropriate place. BOW GAP: There shall be a gap in the center of the bow of the boat that will allow a buoy to be picked up from the water and placed on the main deck. The gap in the deck shall be sized such that the buoy is completely encompassed within the hull with a minimum of 2 INCH clearance on three sides of the buoy when the buoy is picked up by the crane. A removable aluminum plug shall be supplied to fill the bow gap when the boat is being utilized for other duties. Removable deck plug shall have mechanical dogs on each corner to lock into the boat. The 3 rubber rub rail shall be continuous across the front of the gap insert when insert is installed. Removable deck plug shall be painted with non-skid the same as the surrounding deck. Vendor shall be responsible for sizing of bow gap. Removable deck plug shall be stowed on the front of the console between the console and hydraulic crane. Means for securing the deck plug shall be provided. ELECTRIC/HYDRAULIC CRANE: The Vendor shall provide and install an electric/hydraulic crane, on the bow in front of the operators console. The desired crane shall be a Palfinger PC Compact Crane 1300A or a crane that is equal to or better than this with the following MINIMUM salient crane characteristics. Max. lifting moment, 8820 ft lbs Max. lifting capacity, 2510 lbs Max. lifting capacity CE, 2180 lbs Max. Hyd outreach, 8 10 Slewing angle, 340 degrees Max. operating pressure, 2755 psi Recommended pump capacity, 1.6 US gal/min Dead weight, 360 lbs CRANE SAFETY AND LABELS: The crane shall be locked by the manufacturer so that it can not move port to starboard. The overall SAFE LIFTING CAPACITY of the crane shall be boldly labeled on the crane boom not to exceed 500 pounds. The base of the crane shall be permanently secured to the deck in accordance with manufacturers recommendations. The deck structure shall be designed as necessary to support required crane activities. CRANE POWER: The hydraulic power unit for the crane shall be mounted in the operators console. The crane control valves shall be mounted in an appropriate location allowing for safe crane operation. There shall be a wire raceway with a removable cover installed in the deck from the battery box to the crane hydraulic power supply. The removable cover shall be attached with stainless steel machine screws tapped into the deck. The crane shall be connected to battery power in accordance with the manufacturers recommendations. ENGINE: Offerors shall base their quote on providing and installing a YAMAHA F150HP 4-STROKE engine. Vendor shall provide the correct stainless steel prop for the hull. Vendors are encouraged to provide separate pricing for alternative engines that would be of equal or better value to the government. ENGINE CONTROL AND CABLES: Engine control cables shall be premium cables designed for the engine quoted. There shall be an 18 diameter loop in all cables (electrical and mechanical) when they exit the transom before being connected to the engines. Shift and throttle cables shall have vinyl tubing slipped over the portion of the cables that is between the transom and the engines to prevent chafing. Gear Shift Premium Single Controls. INSTRUMENTATION: Tachometer shall be calibrated with engine. Command Link Rigging Kit shall be installed. Instrument lights shall be controlled through a dimmer switch mounted in the dash or on circuit breaker panel. STEERING: Teleflex single front mount cylinder, and Kevlar reinforced hoses shall be used. ELECTRICAL: Engine control wiring and cables shall be installed in a raceway in the floor running from the splash well to the operators console. Floor raceway shall have a removable cover attached with stainless steel machine screws. INVERTER: There shall be a 3000W 120VAC inverter installed in the operators console. There shall be a weather tight quad receptacle installed on the center console to power 120VAC tools and equipment. T TOP WIRING: All wiring to T top shall be routed through one of the forward support posts. There shall be no exterior wiring to or on the T top. There shall be a means of accessing the interior of the T top for future equipment installation and service. 12VDC GENERAL POWER: A 12V DC circuit breaker control panel shall be installed. Panel shall protect all electrical devices on the boat. There shall be four spare 20 amp circuit breakers installed in the panel. There shall be four (4) DC accessory receptacles installed in the face of the console. There shall be a master DC power switch to cut off all DC power with the exception of the bilge pumps. BATTERIES: There shall be two 12V maintenance free batteries, in battery boxes, installed in the seat base. Batteries shall be connected in parallel. Engine cranking, buoy hoist as well as other 12VDC power shall be supplied by these two batteries. BATTERY LEADS TO ENGINES: Original battery leads shall be used to power the engine and auxiliary battery charging lead shall be connected to the second battery. SPOTLIGHT: Equal to or better than ACR. The spotlight shall be remote control with the control panel located in a convenient place to the right side of the boat operator. The spotlight shall be installed as low as possible to the T top roof. OVERHEAD LIGHTING: T top lighting shall be 2 each 12VDC lights controlled from dash. NAVIGATION LIGHTS: Red/Green shall be mounted high on the side of the T top. White anchor light shall be mounted on 3ft pole that is removable with an appropriate electrical connector. Storage clips shall be installed to store anchor light. BATTERY CHARGER: Two single battery chargers shall be permanently installed inside the seat base. There shall be a single 120VAC plug in cord to connect both chargers to A/C power. BILGE PUMP AND SWITCH: There shall be a 12V DC bilge pump and automatic switch mounted in each pontoon. The bilge pumps shall be equipped with an automatic pump switch and a dash mounted control. HORNS: Dual trumpet air horns shall be installed. Air compressor shall be installed under dash or in T top in a location that will be convenient for replacement. TRIM TABS: Trim Tabs with stainless steel plates shall be installed. The actuator switch shall be the type with position indicator lights. DEPTH SOUNDER: One depth sounder shall be installed in the surface of the dash in a location that can easily seen by the operator. The desired depth sounder is the Lowrance HDS-5 Multifunction Fish-finder / Chart-plotter w/ 83/200 kHz Transducer or a depth sounder that is equal to or better than such, with the following MINIMUM salient characteristics. A standard bronze round 4 200 kHz transducer installed in a cup in one of the hulls. 480X480 pixel 5-inch display Sunlight viewable screen/keypad backlighting High definition Fish-finding Up to 120-degree view of water column High definition GPS-Mapping Interfacing and memory functions Networking capability PAINT: Paint shall be polyurethane. Boat shall be painted light grey. Deck shall be painted with dark grey non-skid. HULL DECALS: There shall be a red COE castle and an American flag on each side of the boat. Both decals shall be 12 high and in proportion for the width. Location of decals shall be specified on the first inspection visit. HULL: 3/16 aluminum, minimum. DECK: 3/16 aluminum, minimum. RUB RAIL: Rub rail shall be 3 D rubber and be installed on all outside deck edge with exception of splash well. Rub rails shall be drilled on twenty-four inch centers with 5/16 Phillips stainless screws with lock nuts installed to prevent slipping of rub rail. GAS TANK: Mount 1 each minimum 40-gallon or greater aluminum gas tank in the aft bench. Tank shall have one fuel pickup and one WEMA style gauge sending unit. Engine pickup tube and gauge sending unit shall be in the after-most area of the fuel tank. Do not use welded mounting clips anywhere on gas tank. Tank shall be mounted in rubber lined saddles. Gas tank shall be convenient to remove for repairs or replacement. Do not put suction filter screen in fuel tank suction tube. FUEL FILTERS: COE shall provide fuel filter. Fuel filters shall be installed in the splash well. TRAILER: Trailer shall be provided by Vendor. The trailer shall meet the following minimum specifications: -2 axles 6000# Galvanized Dura-Flex Torsion Axles Galvanized Spoke Wheels -16 8000# Sidewind Type Jack Zinc w/ Wheel Sure Lube Lubrication System on axle spindles All Stainless Steel Fasteners Cat Modification (allowing bunks to be adjusted to fit the hull of a planing pontoon) Diamond Plate Aluminum Fenders Sealed Submersible Lights 2 Axle 12 Disc Brake System 16 Spare Tire and Carrier Heavy Duty Side Guides 20K hydraulic actuator for breaks Trailer shall be fitted to the boat by Vendor INSPECTION AND ACCEPTANCE: COE shall make two or more inspections during boat construction at the Vendors facility. Final acceptance shall come after a through and successful operating period in a body of water agreed on by COE and Vendor. Warranty: The Work Barge to be furnished under this contract shall include the manufacturers standard warranty on material and workmanship. Delivery: Quoted price shall include delivery to Enid Lake Field Office. The government will issue award to the supplier whose quote is the Lowest Price of those determined to meet at least the minimum requirements for Technical Capability to provide the desired product within the scope of work. Pre-Award Submittals; the contractor shall submit information verifying their Technical Capability. Technical Capability means the ability to fulfill three requirements for this solicitation, Ability to Perform the Work, Satisfactory Prior Experience and Satisfactory Past Performance. Failure to submit sufficient information for the government to determine technical capability may be cause for the rejection of the quote. 1. Ability to perform the work: The contractor shall provide sufficient documentation of their capability to fabricate and/or manufacture a work barge that meets the minimum specifications as defined above, by including technical literature, brochures, specifications, prints, drawings, photos, etc. to enable the Government to determine company capability to provide a product of similar type, size, scope and complexity. 2. Sufficient & Satisfactory Prior Experience: The contractor shall provide documentation of sufficient & satisfactory prior experience, manufacturing products of a similar type, size, scope and complexity. 3. Satisfactory Past Performance: The contractor shall provide sufficient documentation of satisfactory past performance, on contracts of a similar type, size, scope and complexity by providing references, including names and contact information, who can verify such past performance. The government intends to make a single award for one lump sum including the entire scope of the work described. Offers for less than the required scope of work will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and offerors are encouraged to provide their best proposed pricing in their initial offer.
