- NASA/GSFC intends to increase the maximum ordering value of the MultidisciplinaryEngineering and Technical Services (METS) Indefinite Delivery IndefiniteQuantity(IDIQ)Contract(NNG05CA99C), for the Applied Engineering and TechnologyDirectorate(AETD) by $40M from $339.2 million to $379.2 million. NASA/GSFC intends to purchase the services from SGT, Inc. on a sole source basis toensure continuing performance of mission-critical support currently provided through taskorders issued under the METS contract until the competitive follow-on contracts (SoftwareEngineering Services (SES) and METS II) can be awarded. Increasing the maximum orderingvalue of the METS contract will avoid unnecessary duplication of effort as thecompetitions for the follow-on contracts are already in progress. SGT, Inc., as the current incumbent, is the only responsible source qualified to performthis requirement due to its current performance of tasks related to numerous complex NASAflight programs such as Lunar Reconnaissance Orbiter, Solar Dynamics Observatory, HubbleSpace Telescope,James Webb Space Telescope, Geostationary Environmental OperationalSatellites-R,Gamma-Ray Large Area Space Telescope, Polar Operational EnvironmentalSatellites, GLORY, Time History of Events and Macroscale Interactions during Substorms,Earth Observing-1,Fast Auroral Snapshot, which have critical schedules that must be met. The statutory authority for other than full and open competition is 10 U.S.C.2304(c)(1)Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 23, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
