Description
RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO SELECTED CONTRACTORS UNDER THE SIN# 874 GSA SCHEDULE.RECOVERY - FUNDING: This project is funded in whole by the American Recovery and Reinvestment Act (ARRA) PROJECT DESCRIPTION: The purpose of this procurement is to obtain logistical support for technical planning meetings for Race to the Top and for multiple grant competitions, under ARRA, and other activities associated with supporting the implementation of ARRRA programs. SMALL BUSINESS: This acquisition is 100% set-aside for Small Business CONTRACT TYPE: Time and Materials Award Information: This action was awarded as a Time and Materials Award Fee basis as a result of major uncertainties associated with the requirement: • The Contracting Officer's Representative and the Contracting Officer have used their past experience and market research for work such as this to determine that a fixed price contract is not a reasonable method of procuring these services. Specifically, this determination is based upon an overt expression by interested contractors that they would not propose for work of this sort on a fixed price basis due to a number of reasonable uncertainties in ED's requirements. • Technical review plans have not been finalized, or in some cases, drafted for the programs that will be supported through this contract. The Department does not know exactly how many application reviews will be on-site and how many will be electronic. Technical Review Plans will be developed in coming months as OMB approves program priorities and application packages. The Department has not decided if these reviews will be onsite or electronic at this time. Various factors can affect the decision to hold a review on-site as opposed to an electronic review including available funding, the number of applications and reviewers. The complexity of the applications and the need for reviewers to receive personal assistance throughout the review must also be taken into consideration • ED does not know the number of discretionary grant competitions that will be conducted each year. The number of competitions required will be dependent upon the Department's budget each fiscal year. • ED can only estimate the number of reviewers that will be needed and the number of applications received for each competition. Exact numbers are not known until each competition is closed and all applications have been received and screened. • ED has determined that it is in its best interest to award this contract with an award fee. There is a high level of uncertainty with this type of logistical support contract and there are many tasks that have to run smoothly for ED to meet its objectives. Providing an award fee for exceptional performance gives the contractor an incentive to work effectively and efficiently to meet the uncertain needs of ED. • The additional administrative costs associated with the award fee are justified by the expected benefits to ED. These uncertainties would have resulted in a significant risk premium if a firm-fixed-price contract was awarded; therefore, it was in the best interest of the Government to share the risk associated with the uncertainties by awarding a Time and Materials type contract. However, as ED and its staff continue to gain experience with this sort of work and are better able to define the requirements that it will expect of contractors, similar requirements will be competed on a fixed-price basis, when appropriate.
