- FA8751-10-R-0009 PWS DRAFT 07 DEC 2009 Capable sources are sought to provide Advanced Course in Engineering (ACE) Program Support services for the Air Force Research Laboratory (AFRL) Information Directorate. Services are required primarily at Rome Research Site (RRS) NY. The anticipated period of performance is for one (1) year commencing May 2010. ACE is an annual professional military education program in cyber education for Air Force Reserve Officer Training Corps (AFROTC) seniors. The execution of the program is two-phased: the primary phase is the ten (10) week ACE execution for 30-40 students; the secondary is recruitment and sustainment of the ACE program. Services are required in support of administrative, logistical, and educational functions such as: 1. Cadet recruiting, selection and clearances 2. Selection and processing of cadet travel, meals, and lodging 3. Hiring and management of support personnel 4. Internship management 5. Staff travel and lodging 6. Logistics of ACE-related Temporary Duty (TDY) 7. Acquiring instructional materials and facilities 8. Recruitment of consultants and student interns 9. Providing program evaluation and follow-up 10. Developing curriculum and providing instructional preparation to help future Air Force officers develop an understanding of current cyber warfare revolution of military affairs (RMA) in the historical context of other RMAs. The goal of this is to provide a world-class cyber education environment. A draft Performance Work Statement (PWS) is attached to this notice. It is likely that there will be revisions prior to any solicitation for this requirement. The final PWS would be available by time of solicitation. Note that this Sources Sought Notice is for planning purposes only. The applicable NAICS code is 561110 with an associated small business size standard of $7,000,000 average annual revenue. The information obtained from responses to this notice may be used to develop an acquisition strategy and future solicitation. The Air Force is considering whether to set aside this Firm Fixed Price (FFP) acquisition for competitive 8(a), HUBZone SB, Service Disabled Veteran Owned SB, or SB concerns. If adequate responses are not received, the acquisition may be solicited on a "full and open" basis. However, if this effort is to be set aside, then a clause such as FAR 52.219-14, Limitations on Subcontracting, will apply and at least 50% of the cost of contract performance incurred for personnel will have to be expended for employees of the prime contractor. All interested 8(a), HUBZone SB, SDVOSB, and SB concerns are invited to respond. In order to be considered, responses must address the following 5 points. 1. Positive statement of intent to submit a proposal for this solicitation as a prime contractor. Include a brief description of how the 50% requirement would be met. Describe how anticipated subcontractors, if any, would be selected and for which functional areas they would be responsible. 2. Evidence of successful performance within the past five (5) years of no more than five (5) contract efforts similar in magnitude and scope to the work described in this notice. a. Include information such as Statements of Work and description of program support tasks, as well as contract amounts, performance periods, and points of contact. b. Of particular interest is experience providing (1) logistical support to 60 or more people in areas such as transportation, lodging, food, conference space, facilities with computer network access, inter-organizational meetings, business trips and tours; (2) experience working with educational resources such as universities, professors, and think-tanks in order to develop cyber curriculum; and (3) experience with employee and subcontractor evaluations. 3. Demonstration of access to organizational resources, especially qualified and experienced personnel, needed for this type of work. a. This may include resources either within the prime contractor's organization or available through a subcontracting relationship. Ensure it is clearly stated whether the resources would be available from the prime or subcontractor. Importantly, if subcontracting is contemplated, indicate whether the prime and subcontractor have successfully fulfilled similar efforts together in the past. b. Submit resumes of key personnel. Of particular interest are personnel with (1) working knowledge of high level cyber-space concepts for recruitment and course development purposes and (2) experience in long-term scheduling and ability to multi-task. If key personnel are not employed by the prime contractor at present, indicate whether the key personnel have successfully fulfilled similar efforts with the prime in the past. 4. Documentation showing SECRET SAFEGUARD capability or a plan addressing how it could be obtained by May 2010. 5. Documentation of current 8(a), HUBZone SB, SDVOSB, or SB status such as SBA certification letter or other evidence. (For more information on the definition or requirements, refer to http://www.sba.gov) All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone SB, SDVOSB, and SB concerns. Failure to submit all information requested will result in a contractor being considered ‘NOT INTERESTED' in this requirement. Firms that meet the requirements described in this announcement are invited to submit their responses to the attention of Jacquelyn Fleet (jacquelyn.fleet@rl.af.mil) with an email copy to Andrew Clark (andrew.clark@rl.af.mil). All information must be received before 3:00 PM ET TUE 22 DEC 2009 to be considered. If a solicitation for this requirement is issued, in order to receive a contract award the successful offeror must be actively registered in Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and Wide Area Workflow (WAWF).
