Description
A001: Reference: RFQ-CO2010310004 – China: Energy Cooperation Program Projects. Questions and Reponses 1. Do you have an estimate on how many projects for evaluation will be submitted by each of the ECP Working Groups? Response: There are currently around a dozen, this could fluctuate a bit, but is not expected to change drastically. 2. Regarding the TOR for report, is it required to conduct cash flow analyses for the TOR or merely state in the TOR that various forms of economic and financial analysis should be performed. Different agencies, institutions have differing requirements. We have run cash flow analyses before and they typically involve a discounted cash flow analysis which derives a net present valuation of future cash flows projected out over X number of years with an assumed weighted average cost of capital. These exercises can be very involved and require a fair amount of financial data to run the numbers. There are also many financial assumptions and variables that would have to be introduced, which - by definition - would make the analysis very subjective. It may be that TDA is looking for projected budgets (which are more objective in nature) and not actual cash flow analyses. However, when we consider language of Section 3.12.3 of the RFQ, it states that the TOR, which must be endorsed by the project sponsor, shall include an economic analysis which normally includes cash flow analysis. Response: All DM reports need to include the estimated dollar value of projected U.S. exports that will follow the implementation of each project recommended by the DM contractor. As you pointed out this is an estimate, which is based on assumptions and variables, and is somewhat subjective, but should be informative, as this is the type of analysis USTDA will rely on when deciding whether or not to implement each project. A budget for each project the DM contractor recommends to USTDA will also need to be completed. 3. Question: About #23, #24, #30 on above solicitation. I think TDA accepts digital/electronic signatures for #30a, 30b, 30c, but wanted to confirm. Response: Responses to Definitional Mission (DM) Request for Quotes (RFQ) solicitations a digital signature is not required. 4. Also, on front page of solicitation, for #23, #24, is TDA expecting unit price and amount for: a. 30% refernce Attachment I b. 70% Approval of Final Report Response: Unit Price is the breakdown of the price when contractor submits their invoices: a. partial payment of 30% a contractor will receive after completing the initial requirement b. final payment of 70% a contractor will receive after approval of final report received by USTDA OR as requested on back page of solicitation for #23, #24, is TDA expecting unit price and amount for: a. Special Contract Requirements b. USTDA Glossary for Final Report c. USTDA Final Report Specifications Response: This is just stating the requirements of how USTDA wishes to receive final report according to specifications written in the Scope of Work.
