- The Pacific Northwest Forest & Range Experiment Station intends to acquire by contract temporary help services for professional and technician personnel required to augment staffs in: Forestry, Botany, Physiology, and Soils. Personnel may work at multiple locations within Washington or Oregon, and may occasionally work in California, Montana, Idaho, Alaska or British Columbia. Contractor shall be the legally responsible employer of employees assigned to the Government. The Contractor shall be responsible for payroll deductions and payment of income taxes, social security (FICA), unemployment insurance, and workman’s compensation insurance. Contractor shall provide general liability insurance for employees working on a Federal facility. Contractor shall be capable of recruiting professional and technician personnel in the fields identified above. The government will proceed to issue a Request for Proposal (RFP) solicitation, under FAR Part 12, restricted to HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. Contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for three (3) years. Minimum contract amount is $10,000.00. Maximum contract amount is $999,999.00. Service Contract Act wage rates apply to this solicitation and any resulting contract. The proposed contract-type is a time-and-materials contract. This solicitation will be available on, or about, DEC. 14, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
