Description
The 437th Contracting Squadron at Charleston Air Force Base, SC will solicit for a Roof Repair Indefinite Deliver Indefinite Quantity (IDIQ) Contract at Charleston AFB, North Charleston, South Carolina. Dollar magnitude for this contract is between a minimum of $25,000 and a contract maximum not-to-exceed of $7,500,000 over a five-year period (a base year and four option years). The following is a list of work to be accomplished: Work consists of all labor, material, tools, equipment, supervision, transportation, testing and incidentals required to remove, replace, repair, and/or maintain a broad range of roof systems and related assemblies. Roof systems include, but are not limited to, built-up, single-ply, shingle, metal, and standing seam metal roofs. Incidental work to be performed shall include, but not be limited to: inspection, testing to include hazardous material testing, abatement of lead or asbestos containing materials, demolition and disposal, caulking, water stopping, painting, sheet metal work and repair of roof structural systems, decking, insulation, roof mounted equipment, fascia, soffits, gutters, downspouts, flashing and other related trim. Work involved in this contract will be issued as needs are identified via individual work orders. The majority of work shall be for facilities at Charleston AFB, South Carolina, Naval Weapons Station, Charleston, SC, Short Stay Naval Recreation Area (near Moncks Corner, SC) and North Auxiliary Airfield, North, South Carolina (near Orangeburg, SC, approximately 90 miles north of CAFB). Competition will be limited to 8(a) firms certified for participation in the 8(a) Program who are serviced by the following SBA District Offices: Florida, Georgia, South Carolina, North Carolina Tennessee and Virginia. Note: 8(a) firms that are not serviced by the above district offices, but who have a verifiable "bona fide" office and employees located within the geographic area service by these district offices at the time of the solicitation announcement, are also eligible to submit offers. All other firms are deemed ineligible to submit offers. A Firm Fixed Price contract is contemplated. This solicitation will be a Competitive 8(a). NOTE: IAW FAR 52.236-1 -- Performance of Work by the Contractor: The Contractor shall perform on the site, and with its own organization, work equivalent to at least 25 percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government. The applicable NAICS code is 238160 with a small business size standard of $14,000,000. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 1 December 2009 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available.
