Description
The DOC, NOAA, Aircraft Operations Center (AOC) at MacDill AFB, Florida intends to have approximately 2 (two) 54H60-77 P-3 propeller de-ice boot assemblies removed and replaced on NOAA aircraft WP-3D tail number N43RF. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as RFQ No.NMAN6000-10-03628. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-37. CLAUSES AND PROVISIONS The FAR (52) and CAR (1352) clauses incorporated into this acquisition are: 52.212-1 Instructions to Offerors - Commercial Items (JUNE 2008) 52.212-3 Offeror Representations and Certifications Commercial Items (JUNE 2008) 52.212-4 Contract Terms and Conditions Commercial Items (MAR 2009), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (SEPT 2009) Section (b)(8i),(18),(19),(22),(24),(34),(39) (c)(1),(2) Aircraft Mechanic WG-10 FAR clauses and provisions are available on the internet website: http://www.arnet.gov/far. CAR clauses and provisions are available on the internet website: http://oamweb.osec.doc.gov/docs/DOC_Local_Clauses_PM2000-03A2.pdf. STATEMENT OF WORK: Background: The aircraft is currently scheduled to deploy to St. John's Newfoundland, Canada on January 19, 2010 for project Ocean Winds. Both de-ice boots have heater wiring damage and are not capable of de-icing to full capacity. This is a cold weather project which will require extensive use of propeller de-icing and it is imperative that these boots are replaced before deployment of the aircraft. The damage is located on the #1 propeller, #2 blade and the #4 propeller, #4 blade. Scope: Contractor shall provide travel, lodging, all necessary special tools, cover stock material and personnel to perform complete "on the wing" propeller de-ice boot removals, replacements, and operational checks for the P-3 aircraft listed above. AOC will provide the contractor with cleaners, adhesives, heater assemblies P/N 538876, solder, etc. Contractor must be an FAA approved repair station covering this propeller type. Contractor personnel must have performed de-ice boot removal, replacement, and operational checks. Contractor personnel must be certified to provide the proper documentation, forms FAA 8130 or equivalent and FAA 337 if required, upon completion of the repair and returning the aircraft back to service. Schedule: All work must be accomplished within 5 working days after arrival of contractor personnel at the AOC facility, unless abnormal requirements become evident during the repair. At that time, the Contracting Officer can grant an extension of the completion time with documentation provided by the contractor as to the reason and extent of the abnormal requirements. Place of Performance: After issuance of the purchase order, contractor personnel must travel to the AOC facility at MacDill AFB, Florida within as short as practicable time to perform the removal and replacements of the de-ice boots. Insurance Against Loss or Damage to Government Property: Contractor shall, at its own expense, provide and maintain during the performance of this work a minimum of $100,000 of liability insurance. Before commencing work on the propellers, the contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective: a)for such a period as the laws of the State of Florida in which this work is to be performed prescribe; or, b)until 30 days after the insurer or the contractor gives written notice to the Contracting Officer, whichever period is longer. Service Contract Act Requirement: The Department of Labor, Service Contract Act applies to this requirement. A Wage Determination for the area in which the work will take place will be applicable. Offerors can obtain the wage determination by accessing the following website: www.dol.gov/wagedeterminations. Because personnel from the contractor's facility will perform the work in the State of Florida, the contractor shall base their price quotation on the applicable wage determination for the county of Hillsborough, Florida and the appropriate occupational category required to perform the work. PRICE/QUOTE: This is an order for commercial services. The line item will be quoted in accordance with the terms and conditions and specifications specified herein. Price quoted for contract line item number 0001 shall be firm-fixed-price inclusive of all costs. Fully loaded hourly labor rate shall include labor, overhead, general and administrative (G&A) expenses, and profit. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. A completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (annual certification may be made at http://orca.bpn.gov and stated in the quote that ORCA has been completed), 2. Provide copy of documentation to show it is currently a Federal Aviation Administration approved repair station covering this propeller type, 3. Provide qualifications, certifications and work experience of repair personnel who will be traveling to AOC to do the work (recent experience within 60 days preferred) 4. Past Performance References (no more than 3), 5. Pricing Information and schedule EVALUATION: The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the items listed, past performance information, qualifications of repair personnel, schedule, and offeror's price proposal. The Government will award the order to the contractor that is considered the best value: price and other factors considered. All responsible and interested firms may submit a response which, if received by the time specified above, will be considered by the agency.
