- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://ww.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWDDIV Newport, RI intends to place a fixed priced contract on a sole source basis to Virginia Polytechnic Institute & State University, Blacksburg, VA for the following: The investigation of Magneto-Electric (ME) materials as key elements of a tunable, contactless, magnetic field, sensing system. Specifically, the following elements and functions are to be characterized: 1. choice of materials for ME structure (FM and FE, coupling bond, frame, etc); 2. Shape and dimensions of the sensing and interrogation system for packaging and miniaturization; 3. Nominal sensitivity and accuracy and predicted ranges of detection; 4. Power requirements; 5. cost/rofile and ease of deployment relating to CONOPS. The Assessment is to inlcude first ME sensor prototype fabrication and characterization and initial choice and design of ME sensors (modeling). The clearance level is Secret. The period of peformance will be to 31 October 2010. The basis for the sole source is that Prof. Dwight Viehland was the person who discovered and first demonstrated to practice the concept of magneto-electric sensors in 2003 and is currently a leader inthe field of magneto-electric materials and coposites and ME sensors. He also has all the necessary equipment to perform measurements on ME materials and gradiometers. He is the only viable source to accomplish this investigation in the time allotted to NUWC in the field of ME composites and sensors. The solicitation is not expected to be released any earlier than 14 December 2009. The proposed action is for services for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
