- This is the public notice for acquisitions over $10,000.00. The DOC, NOAA, Aircraft Operations Center (AOC) at MacDill AFB, Florida is needing one individual to attend commercial flight training courses. The training shall be conducted at the contractor's facility. The Government intends to issue a fixed price purchase order for the training. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as RFQ No.NMAN6000-10-00782. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-37. CLAUSES AND PROVISIONS The FAR (52) and CAR (1352) clauses incorporated into this acquisition are: 52.212-1 Instructions to Offerors - Commercial Items (JUNE 2008) 52.212-3 Offeror Representations and Certifications Commercial Items (JUNE 2008) 52.212-4 Contract Terms and Conditions Commercial Items (MAR 2009), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (SEPT 2009) Section (b)(8i),(18),(19),(22),(24),(34),(39) (c)(1),(2) Air Crew Training Devices instructor GS-12. STATEMENT OF WORK: Background: NOAA owns and operates 14 aircraft worldwide in a scientific capacity. NOAA aircraft penetrate hurricanes, perform high-altitude hurricane research, conduct marine mammal research at low altitude at times utilizing steep angles of bank over water, fly coastal mapping missions, and fly low level snow survey missions. NOAA's aircraft are equipped with modern avionics and flight management systems (to include flat panel flight displays). All of NOAA's pilots are required to be certified as Federal Aviation Administration (FAA) Commercial Pilots with endorsements to operate multiengine aircraft and are instrument rated. NOAA's pilots are trained via military flight school or through FAA certified Part 141 civilian flight training centers. Scope: Contractor shall provide pilot refresher training courses to include: Private Pilot Training, Instrument Endorsement, Commercial Single Engine Pilot Training, Commercial Multiengine Endorsement, Academic Ground Training, and Flight Simulator Ground Training. The contractor must be a Federal Aviation Regulation (FAR) Part 141 Certified Flight School or Agency. Contractor must train the student to attain an FAA private pilot's license under FAR Part 141 with follow on training for a commercial single engine pilot's license with instrument endorsement under FAR Part 141 and finally a commercial multiengine endorsement under FAR Part 141. Contractor must include cost of books and supplies, flight exams, cost of aircraft and designated examiners, and any required drug testing. Schedule: Training must be able to be completed within 12 months of commencement provided the student dedicates at least 10 hours per week. Contractor and trainee shall mutually agree on schedule for training dates and times. Place of Performance: Due to operation constraints, all training must be accomplished with 45 minute drive time of the student's duty station at MacDill AFB, FL (Tampa, FL). Location of contractor's training facility will be used to determine best value to the Government. PRICE/QUOTE: This is an order for commercial services. The line item will be quoted in accordance with the terms and conditions and specifications specified herein. The Department of Labor Service Act Wage Determination for the area in which the training will take place will be applicable. Offerors can obtain the wage determination by accessing the following website: www.dol.gov/wagedeterminations. Price quoted for contract line item numbers 0001, 0002, 0003, and 0004 shall be firm-fixed-price inclusive of all costs. Line Item 0001: FAA Private Pilot License Training. FAR Part 141 academic, ground, simulator, and flight training resulting in an FAA Private Pilot License for one individual to include all books, supplies, drug testing, and cost of flight exams including cost of aircraft and designated examiner. Price for 1 hour of private pilot flight training $_________________ Line Item 0008: Over and Above Instrument Endorsement Flight Training. Additional instrument endorsement flight training per hour if necessary. Hourly price shall include cost of instructor and all other costs to include brief and de-brief time in order to be endorsed as an FAA Instrument Pilot. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1.A completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (annual certification may be made at http://orca.bpn.gov and stated in the quote that ORCA has been completed), 2.Provide copy of documentation to show it is currently a Federal Aviation Regulation Part 61 or Part 141 Certified Flight School or Agency 3.Provide course descriptions and the complete curriculum for obtaining commercial pilot designation to include planned hours of training (academic, computer/simulator and flight) to be given for each stage of training. 4.Provide the number and qualifications of trained instructors at contractors training facility 5.Provide information with regards to the type and number of aircraft and avionics to be used during each phase of training 6.Past Performance References (no more than 3), 7.Pricing Information EVALUATION: The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the items listed, past performance information, location of contractor's facility, number and qualifications of instructors, type and number of aircraft and avionics to be used in training, and offeror's price proposal. The Government will award the order to the contractor that is considered the best value: price and other factors considered. All responsible and interested firms may submit a response which, if received by the time specified above, will be considered by the agency.
