Description
In accordance with FAR Part 12 and FAR Part 13, the National Institutes of Health (NIH) intends to procure auditorium scheduling and management services for the National Library of Medicine (NLM) Office of Communication and Public Liaison (OCPL). This acquisition is a 100% small business set-aside and is being issued as a Request for Quotation (RFQ) under NLM-10-036/SRE. The North American Industry Classification System (NAICS) Code is 541611 with a small business standard of $7.0 million. Objective: To manage scheduling and all non-audiovisual arrangements for Lister Hill Center (LHC) Auditorium, which is used by NLM, NIH, HHS, other government agencies, and select non-governmental organizations Description: Vendor will coordinate with Government staff to manage the use of the Lister Hill Auditorium located on the NIH Main Campus in Bethesda, MD. Tasks: • Notify NIH Events Management/Office of Research Services (ORS) about the specifics of each event, using an Excel form created by that office and NIH Police • Coordinate with NLM/Office of Administrative and Management Analysis Services (OAMAS) about special security, furniture, parking and other needs • Complete appropriate forms to notify NLM/ Audiovisual Program Development Branch (APDB) of audiovisual requirements for each meeting • Interface with NLM/Office of Computer and Communications Systems (OCCS) on matters like activating local area network (LAN) drops in Lister Hill lobby for computer demonstrations • Obtains special clearance from the NLM Director and NLM Executive Officer for conferences longer than one day • Contractor will work from off-site office the majority of the time, using a government-owned BlackBerry phone and privately-owned laptop to receive calls, forms, e-mails, calendaring information, etc. • Contractor will be on site at NLM for meetings lasting four hours or longer and other special events as warranted • Contractor will also conduct walk-throughs with meeting planners as requested, to ascertain needs and orient them to auditorium and lobby capabilities • Update and improve forms, online materials about auditorium, etc., to ensure accuracy and efficiency of the booking process • Contractor will continue work already underway by previous contractor to streamline reservation process and maintain auditorium-related databases. • Although this post typically requires 20 hours of work per week, these hours can vary widely week to week. Offeror will need to come in early mornings (6:00-7:00 a.m.) to launch sessions, or stay late (6:00-9:00 p.m.) when meetings feature receptions or poster sessions. Flexibility is essential in the successful candidate. Reporting Deliverables: • On-site to meet with meeting coordinators for upcoming meetings • On-site for LHC Auditorium meetings • E-mails with meeting coordinators and others regarding future meetings and availability • Telephone conversations with meeting organizers regarding future meetings and availability • Data entry into NLM APDB Project Support System (PSS) (event management) for meetings • E-mails and telephone contacts to NLM staff regarding set-ups, security, schedules, caterers, etc • Miscellaneous administrative duties (submitting reservation requests to Executive Office, approving requests; updating paperwork and forms about the LHC Auditorium, etc.) • Although this post typically requires 20 hours of work per week, these hours can vary widely, week to week. As requested, offeror will need to come in early mornings (6:00-7:00 a.m.) to launch sessions, or stay late (6:00-9:00 p.m.) when meetings feature receptions or poster sessions. Flexibility is essential in the successful candidate. Evaluation Factors: All proposals received on time will be submitted for review by the NLM Office of Communications and Public Liaison and other pertinent NLM staff. Selection of an offeror for award will be based on an evaluation of all timely proposals received. In determining which quote represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs, the Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance with weights assigned for evaluation purposes: A. Technical Merit (50 Points). Quality and clarity of approach to accomplish the objectives of this statement of work. Evidence of ability to accomplish the specific tasks described. B. Personal Merit (25 Points). Qualifications, experience, and availability for project must be demonstrated in proposal. A resume should be included that documents previous pertinent experience and references. C. Organizational Capability, Experience, and Commitment (25 Points). Evidence of organization capability to complete projects. Is the offeror familiar with the NIH/NLM structure and mission and/or an organization of similar size and structure? Please submit documentation of experience working with NIH or comparable organization. Period of Performance: The period of performance is one year from the date of award with four (4) additional one-year options. All interested parties shall submit electronic responses to Sheila Edmonds at sheila.edmonds@nih.gov. Responses must be received no later than 4:00 PM EST on December 22, 2009 and shall not exceed 10 pages in length.
