- Land & Water Development in California This is a Sources Sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the availability of contractor's with the technical level of expertise, administrative and management capability to perform the effort described below. This capability statement will be used to determine the overall procurement strategy. The Bureau of Reclamation has a requirement to locate contractor's to provide services to locate privately-owned properties with potential willing sellers within the Lower Colorado Region's Multi Species Conservation Planning area in the State of California that (1) Have existing land cover types of interest to the program, (2) Have lands with the potential for acquisition and development as Conservation Areas under the LCR MSCP, or (3) identification of water rights with no land property which could be secured for the program for use on existing Conservation Areas. Project Description: Task 1: Attend the "Habitat Goals by Reach and State Workshop". A two-day workshop for the LCR MSCP Steering Committee has been scheduled for January 26-27, 2010 in Boulder City, Nevada. Task 2: Identify privately owned lands with existing land cover types. Working with available resources such as irrigation districts and LCR MSCP staff, the Contractor shall identify parcels of land which contain existing stands of land cover types that meet specific patch sizes. Task 3: Identify privately owned lands which could be developed with land cover types. The intent is to identify land owners who are interested in having the LCR MSCP evaluate their properties for acquisition and inclusion into the program Task 4: Identify water rights which could be used at existing Conservation Areas. The intent is to identify water rights that could be used to create or manage habitats in perpetuity Task 5: Present monthly findings to the LCR MSCP Steering Committee. The project period of performance is anticipated to begin in January 2010 with an anticipated completion date of October 2010.
