Description
The Specialty Center Acquisitions NAVFAC (SCAN) office in Port Hueneme, CA intends to award up to four, indefinite-quantity, indefinite-delivery (IDIQ), fixed-price multiple award contracts for in support of the Naval Facilities Engineering Services Center (NFESC) Energy Programs Branch in the execution of Sustainment, Restoration and Modernization (SRM), and new construction including MILCON and ECIP, and related projects at Department of Defense Facilities. The contracts will be awarded using a best value competitive source selection process. Successful contract awardees will be given a fair opportunity to compete on all task orders. There will be no pre-established firm-fixed contract prices. The actual work to be performed will be described in written task orders to be issued as needed by the Contracting Officer. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Responses to this notice are not considered offers and will not be accepted by the Government to form a binding contract. This will be a Multiple Award Construction Contract (MACC) that will be performed globally. The action will be unrestricted. It is intended to promote the use of renewable energy technologies, acquire energy and water conservation services, reduce energy and water consumption and/or associated utility costs, and reduce energy and water-related operations and maintenance costs, as specified in each task order (TO) issued against this IDIQ contract. The contractor shall provide all labor and material to install energy and water conservation projects, renewable energy projects, and provide operations and maintenance (O&M) as specified in each TO. The contractor shall be responsible for determining the source, value, and availability of any applicable financial and tax incentives for the project and collaborating with the contracting officer to consider incentive options. The work to be acquired under this contract is for project scoping, Life Cycle Cost Analysis (LCCA), associated engineering, new construction and renovation by design build or (to a lesser extent) by design-bid-build of various facilities and systems at locations worldwide. Work to be performed under the MACC will be the general construction category to include lighting systems, HVAC systems, utility systems, civil engineering, renewable energy systems, cathodic protection, facility improvements, environmental engineering, electrical systems, and water and wastewater system design and operation. The maximum contract amount is $500,000,000.00. The intent is to award a minimum of three and a maximum of five contracts as a result of the solicitation. The North American Industry code Standard is 236220 and the annual size standard is $33.5 million. This requirement will be solicited on an unrestricted basis. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract ordering period will be for a base year plus four option years. The RFP will be posted on the website on or about January 15, 2010. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AND ALL AMMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register on the NECO website.
