Description
The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has received a Sole Source justification to renew subscription to SciFinder Scholar online database from Chemical Abstract Service (CAS), 2540 Olentangy River Road, Columbus OH 43210-1505 a large business. This system is required by the Chemistry Department for use by the USAFA Cadets and Faculty and to maintain accreditation. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Part 13. The North American Industry Classification System Code (NAICS) is 511120 and the size standard is 500 employees. a. Only one responsible source and no other item will satisfy the USAFA current requirements. b. This on-line database service is not sold through subscription agents or any outside vendors. c. SciFinder Scholar can be integrated into classroom instruction allow greater flexibility individual student interactions, and more precise searching than could ever be possible with printed sources. c. The substructure module (SSM) allows cadet to draw chemical structures and then search the database and impossible to replicate through printed materials. d. To maintain accreditation, the Chemistry Department must have access to either Scifinder Scholar or the printed Chemical Abstracts Index e. The Scifinder Scholar on-line is the preferred format because it is more flexible and versatile, is a computer based index and the preferred format because it is more flexible and versatile, is a computer based index x and learning tool which can be readily adopted to classroom teach. It provides many more advantages such as electronic access to American Chemical Society journals 24 hour/7 days availability and chemical structure searching. f. On-line database research is now the standard for undergraduate institutions and in order for the USAFA cadets to maintain currency or work in an Air force research lab in the field of chemistry, it is essential that they be knowledgeable and proficient in searching SciFinder. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required renewal subscription to SciFinder Scholar online database requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this subscription. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 1:00 p.m. MST on 16 Dec 09. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
