Description
This pre-solicitation notice provides information for a market research for this solicitation as well as pre-solicitation information. MARKET RESEARCH information to determine small business classifications of interested vendors. Interested vendors need to submit an email to the contracting officer stating that they are interested in the forthcoming solicitation. Vendors are requested to reference the RFQ/solicitation number (AG-82X9-S-10-7001) on the email and provide their business DUNS number; and, the business size as classified by the Small Business Administration (SBA), such as 8(a) Certified, Women-Owned, Service Disabled Veteran Owned Business (SDVOSB), etc. Based on market research, a determination will be made by the government on what type of small business set aside will occur. The solicitation will only be available electronically and will be posted to the FedBizOpps website on or about January 13, 2010. Vendors are required to be registered in the Central Contractor Registry (CCR) https://www.bpn.gov/ccr/, and the NAICS listed on this notice must also be listed on the CCR. Also, vendors must be register representations and certifications at the On-line Regisitration and Certifications Application (ORCA) website, https://orca.bpn.gov/ as stated in the solicitation. PRE-SYNOPSIS information. It includes a draft summary of the scope of work and information on the Virtual Incident Procurement, or VIPR, system. The intent of this solicitation and any resultant Agreement is to obtain water handling equipment (engines, support water tenders, and tactical water tenders) for use on a local, Regional and Nationwide basis. Examples of services are Type 1, 2 and 3 Support Water Tenders, Type 1 and 2 Tactical Tenders, and Types 3, 4, 5 and 6 Wildland Fire Engines for use on a local, Regional and Nationwide basis. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. The Incident Commander or responsible Government Representative is authorized to administer the technical aspects of this agreement. Contractor personnel (engines/tactical water tenders) may be required to work away from their equipment and perform other incident duties. The Agreements will be competitively awarded by Dispatch Centers within Region 2 of the Forest Service and may be used for wildland fire suppression, all hazard activities and severity. The Vendors are responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, supervision, and management of those personnel necessary to meet the Agreement specifications. 1) Quotes shall be submitted in the VIPR.
