Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is (777-09-13). The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as full and open competition under standard industrial classification code 7030, NAICS Code 511210; size standard is $7.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract. Quote are due Monday December 21, 2009 by 10:00am CST to Linda Eley, linda.eley@va.gov, or fax to (314)894-6436. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. Performance Work Statement Advanced Cardiac Life Support 1. Purpose: The Department of Veterans Affairs Employee Education System (VA-EES) requires a Sharable windows based Advanced Cardiac life Support (ACLS) courseware that provides up-to-date information for physicians, nurses, respiratory therapists, and other health care professionals who treat Veterans. This computer based training program is to be used to assure that all VHA health care practitioners are fully trained in ACLS and meet all American Heart Association (AHA) practice guidelines. 2. Performance Requirements and Performance Standards: The Contractor shall provide web-based courseware that can be launched and delivered to VA desk top computers. Restrictions imposed on VA's Intranet or on VA desktop computer systems by VA's Central Information Office (CIO) and local VA Information System managers may limit the use of "rich media content" (streaming media, and Flash) within the web-based training material. Any Contractor use of rich media content to heighten the interactivity level of the courseware shall be prototyped, demonstrated, and approved by the EES COTR. To meet VHA requirements the Contractor shall deliver within 60 calendar days a fully developed and deployable 508 compliant web based training program that meets all current American Heart Association (AHA) Advanced Cardiac Life Support (ACLS) guidelines. The training program must also have a graphic interface, automated record-keeping and an on-line help system. It must create a simulated cardiac arrest environment including opportunities for the trainee to interpret an ECG, assess the patient, control the airway, breathing and circulation, defibrillate and administer cardiac medications. The training program must provide the trainee real time feedback as the simulated patient's condition improves or deteriorates. The program must contain a pre and post test This training program must be deliverable at the desk top in VHA and must minimally contain the following three training elements "Rhythm, for self-study to improve ECG rhythm recognition, "ACLS Simulator, for real-time cardiac arrest practice "The capability for instructors to write their own case scenarios. All current ACLS algorithms must be covered including but not limited to. Pulseless Algorithm "Ventricular fibrillation "Pulseless ventricular tachycardia "Asystole "Pulseless electrical activity Bradycardia Algorithm "Sinus "Junctional "Idioventricular "AV blocks Tachycardia Algorithm "Ventricular tachycardia with pulse "Supraventricular tachycardia "Atrial fibrillation / atrial flutter The Period of Performance: date of award until 2 years The contractor shall provide remote technical consulting support on an as requested from 8:00 a.m. to 4:p.m. Monday through Friday for two years The contractor shall authorize VHA to share the training program with its federal shared training partners for two years The contractor shall provide content and format updates as they become available for two years The contractor shall convey the program and all related materials in a CD format to VHA 3. Evaluation Factors: The contract submission shall contain a complete description of all of the evaluation elements to be used by VHA to assess the following factors "The training program must meet all VA,VHA and EES technical requirements "The training program must be capable of being launched and delivered at the desktop "The training program must be 508 compliant "Training Program content must meet all current American Heart Association (AHA) Advanced Cardiac Life Support (ACLS) guidelines. If AHA updates guidelines, vendor must supply government with revised case scenarios consistent with most recent guidelines within 60 days published "The training program must have a graphic interface "The training program must have automated record-keeping "The training program must have an on-line help system "The training program must create a simulated cardiac arrest environment including opportunities for the trainee to interpret an ECG, assess the patient, control the airway, breathing and circulation, defibrillate and administer cardiac medications "The training program must provide the trainee real time feedback as the simulated patient's condition improves or deteriorates "The program must contain an pre and post test "The training program must provide a means of documenting participant performance "The contractor must provide technical support to VHA IT staff from 8 a.m. to 5 p.m. daily Monday through Friday during the time when the loading, and testing of the software on the VHA IT system prior to its being made active within the VHA IT environment. "The contractor must provide asynchronies remote technical consulting support on an as requested from 8:00 a.m. to 4:p.m. Monday through Friday for two years "Program materials must be approved for sharing with VHA federal shared training partners (Department of Defense, Centers for Disease Control and Prevention and the Indian Health Service) The contractor must authorize VHA to share the training program with its federal shared training partners "Any changes or additions to the software between the time it is purchase by VHA and delivered to VHA must be reported to the COTR "The training program must minimally contain the following three training elements oRhythm, for self-study to improve ECG rhythm recognition, oACLS Simulator, for real-time cardiac arrest practice oThe capability for instructors to write their own case scenarios. Other Contract Requirements a. NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL ELECTRONIC AND INFORMATION TECHNOLOGY PROCUREMENTS (SECTION 508) On August 7, 1998, Section 508 of the Rehabilitation Act of 1973 was amended to require that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology, that they shall ensure it allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Section 508 required the Architectural and Transportation Barriers Compliance Board (Access Board) to publish standards setting forth a definition of electronic and information technology and the technical and functional criteria for such technology to comply with Section 508. These standards were published with an effective date of December 21, 2000. Federal departments and agencies must develop all Electronic and Information Technology requirements to comply with the standards found in 36 CFR 1194. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations, and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at http//www.section508.gov. A printed copy of the standards will be supplied upon request. The contractor shall comply with the technical standards at 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, 36 CFR 1194.24, Video, and Multimedia products, and 1194.31, Functional Performance Criteria in performing this order.
