Description
Solicitation - Meat Combined Synopsis - Solicitation Combined Synopsis/Solicitation FY2010 - 2nd Quarter Subsisitence - Meat General Requirements: The Federal Bureau of Prisons, Federal Medical Center Devens, located at 42 Patton Road, Ayer, Massachusetts is soliciting for the acquisition of the requirement of: Quarterly Subsistence - Meat. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is restricted to 100% Small Business. This combined synopsis/solicitation document incorporates clauses and provisions in effect through Federal Acquisition Circular FAC 2005-37. Description of Items: See attached Solicitation. Delivery Schedule: Delivery will be required on all items by January 21, 2010. **Delivery schedules will be strictly enforced. Failure to deliver within the established time frame will be considered as nonconformance to the terms of the contract and the contract will be cancelled.** Items must meet specifications as indicated below. All items will be closely inspected. Items may require thawing and cooking to determine specification compliance. Receipt of delivery will be conditional for a period of three days to allow for adequate examination and testing. Failure to comply with specifications will be considered as nonconformance to the terms of the contract and contracts will be cancelled. Items which are conditionally received and found to be unacceptable must be picked up at the vendors expense within two weeks of notification of noncompliance. If refused product is not picked up within two weeks it will be disposed of at the contractors expense. All quotes must be limited to three (3) decimal places. All deliveries must be palletized. All non-frozen, perishable foods must be delivered between 34 degrees F to 40 degrees F. All frozen foods must be delivered at 0 degrees F or below. Any products that indicate prior thawing will be refused. Vendors who fail to meet delivery schedules or specifications will be removed indefinitely from future solicitations for bids. All certified religious diet items must be marked "kosher" on package or will be refused. The following FAR clauses are applicable to this acquisition; 52.211-16, Variation in Quantity (APR 1984); 52.211-17 Delivery of excess Quantities (SEP 1989); 52.212-4, Contract Terms and Conditions-Commercial Items (MAR 2009); 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders Commercial Items (SEPT 2009); 52.222-3 Convict Labor (June2003); 52.222-19, Child Labor Cooperation with Authorities and Remedies (AUG 2009); 52.222-21, Prohibition of Segregated Facilities (FEB 1999); 52.222-26, Equal Opportunity (MAR 2007); 52.222-36, Affirmative Action for Workers with Disabilities (June 1998); 52.225-1, Buy American Act-Supplies (FEB 2009); 52.232-33, Payment by Electronic Finds Transfer Central Contractor Registration (OCT 2003); 52.252-2, Clauses Incorporated by Reference (FEB 1998). Evaluation Factors: The contract type is a firm-fixed price. The Government reserves the right upon award to make formal single or multiple awards. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, that are considered to be most advantageous to the Government, with past performance and price considered, prices being rated higher than past performance. The proposed price must include all associated charges, fees and delivery cost (FOB Destination). Submission of Quotations: Vendors will be required to submit the following information on company letterhead or business stationary directly to the contracting officer: 1) The request for quotation number (RFQP020507-0002-10) 2) Schedule of items with pricing 3) Contractor Dunn & Bradstreet Number and Tax Identification Number 4) Complete copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items (Nov 2006). 5) Completed Offeror Representations and Certifications Offers are due no later than December 28, 2009 at 3:00PM, local time. Offers received after this date may not be considered for award. Faxed or emailed offers will not be accepted. Anticipated date of award is on or about January 1, 2010.
